해리슨이라는 이름의 ‘쓸모 있는 바보’ - ‘전문가’로 대접 받는 ‘반역자’의 이야기
칼 맑스(Karl Marx)의 ‘공산당선언’(Communist Manifesto)이 예고한 ‘공산주의자’라는 이름의 유령(幽靈)들로 하여금 지구의 절반을 장악하게 만드는 길을 열어놓은 소련에서의 1917년 10월혁명의 주역(主役) 블라디미르 레닌(Vladimir I. Lenin)은 ‘유익한 바보들’(Useful Idiots)이라는 용어를 만들어 냈다. 그 뒤 공산주의 국가들과 반공국가들 사이에 70여년간 계속된 천지대패(天地大覇)의 이념투쟁 속에서 역사는 수없이 많은 ‘유익한 바보들’의 행진(行進)을 목격(目擊)해야만 했다. 1990년을 전후하여 소련제국이 와해되는 것을 계기로 전 지구적으로는 공산주의 체제가 소멸하고 냉전체제가 막을 내렸다. 그러나 아직도 유독 한반도에서는 냉전체제가 지속되는 가운데 남한 사회는 말할 것도 없고 터무니없게도 남한의 맹방인 미국 사회에서 북한 공산정권을 위해 봉사하는 ‘유익한 바보들’의 기행(奇行)이 계속되고 있다. 미국인들 가운데서 북한을 위해 봉사하는 그 같은 ‘유익한 바보들’의 면면(面面)으로는 도날드 그렉(Donald Gregg) 전 주한대사와 셀릭 해리슨(Selig Harrison) 전 워싱턴포스트 기자 같은 사람들이 거론되고 있다. 이들 가운데 해리슨에 관해서는 러시아 출신으로 영국 런던에서 망명 생활 중인 파벨 스트로일로프(Pavel Stroilov)가 최근 “미국 대북정책의 파산”(The Disaster of U.S. Policy Toward North Korea)이라는 제목으로 써서 인터넷 웹사이트 FrontPageMag.com에 수록한 글이 매우 흥미롭다. 관심있는 독자들을 위하여 이글을 전문(全文) 번역하여 아래에 게재한다. 동서냉전(東西冷戰)의 절정(絶頂)에 이르렀던 한 30년 전 블라디미르 부콥스키(Vladimir Bukovsky)는 “언젠가 서구(西歐) 민주주의가 망하게 된다면 그 원흉(元兇)은 ‘정치학자’들이나 소련문제 ‘전문가’들일 것”이라고 말한 일이 있다. 그로부터 30여년이 지난 지금 오히려 없어진 것은 소련(蘇聯)이고 이제 이 세상에 소련문제 ‘전문가’들은 더 이상 찾아 볼 수 없게 되었다. 그러나, 냉전의 종식에도 불구하고 이 세상에는 몇 개의 전체주의 국가가 아직도 살아남아 있고 과거에는 소련문제 ‘전문가’들이라고 호칭되던 일부 ‘정치학자’들은 이제는 그들의 호칭이 ‘외교전문가’로 바뀐 채로 여전히 활동하고 있다. 부콥스키가 지적했던 이들 ‘전문가’들의 ‘무지(無知)’와 ‘교조주의(敎條主義)’ 그리고 ‘독선(獨善)’은 여전하다.
북한의 성공적인 핵무기 개발은 바로 이들 소위 ‘전문가’들에 의하여 초래된 외교적 재앙(災殃) 중의 하나다. 지난 15년 동안 지속된 국제사회의 대북 타협주의(妥協主義ㆍappeasement)는 완전한 실패작이 되었다. 미국 ‘국제정책연구소’(Center for International Policy) 소속으로 이들 ‘외교전문가’들 가운데 한 사람인 셀리그 해리슨(Selig Harrison)이 최근 평양방문을 마치고 미국으로 돌아와서 미국의 의회와 대중들에게 그가 평양에서 북한 지도자들로부터 듣고 온 사실을 보고했다. 그의 보고 내용은 “북한은 핵탄두를 이미 생산하여 보유하고 있고 (미국이) 무엇을 하더라도 북한은 핵무기를 포기하지 않으리라”는 것이다. 해리슨에 의하면, 북한 핵문제에 관하여 미국이 바랄 수 있는 최선의 해결방안이 있다면 그것은 “북한이 요구하는 모든 요구를 수용함으로써 북한으로 하여금 이미 확보하고 있는 것 이상으로 핵무기 보유량을 증가시키지 않도록 하는 것뿐”이다. 해리슨은 바로 이 같은 해결방안의 채택을 미국 행정부에 건의하고 있다.
아마도 많은 사람들이 이 같은 해리슨의 말을 전해 듣고 충격을 받겠지만 어느 누구도 이 말을 전하는 해리슨이 어떤 사람인지에 대해서는 관심을 갖지 않는다. 그렇다면, 그것은 해리슨에게 매우 억울한 일이 아닐 수 없다. 왜냐 하면, 그 자신의 주장에 의하면, 해리슨은, 북한 공산정권의 지도자들을 다른 어느 누구보다도 자주 접촉하는 현존하는 미국의 북한 ‘전문가’들 가운데 최고봉(最高峰)이기 때문이다. 그는 그 동안 여러 해에 걸쳐 수없이 빈번하게 북한을 방문한 사람이다. 그는 북한을 방문할 때마다 북한의 최고위층과 장시간에 걸친 면담을 가졌다. 이 같은 일은 서방 세계의 다른 어느 누구도 향유하지 못 한 특권이다. 이 같은 해리슨이 북한 문제에 관하여 강력한 발언권을 갖게 된 것은 당연하다. 지난 15년간 미국의 대북정책은 ‘전문가’ 해리슨의 건의에 의해 많이 좌우되었다.
대북정책에 관한 해리슨의 건의는 매우 단조로운 것이었다. 그것은 “타협하고, 타협하고 또 타협하라”는 것이었다. 북한에 관한 해리슨의 일관된 주장은 “북한 지도부는 ‘강경파’와 ‘온건파’로 분열되어 있다”는 것이고 이 때문에 북한의 비핵화를 관철할 수 있는 유일한 방안은 “(독재자 김정일을 포함하여) ‘온건파’의 입지를 도와서 북한으로 하여금 세계 문명국가의 반열(班列)에 서게 하는 것뿐”이라는 것이었다.
그러나, 해리슨이 건의한 이 같은 대북 타협정책은, 북한이 그 동안 외부세계와 이룩한 모든 합의들이 깡그리 휴지(休紙) 조각이 되고 만 것처럼, 이미 오래 전에 난파(難破)된 것이다. 그런데도, 해리슨은 조금도 미안해 하지 않는다. 그는 여전히 그가 건의한 대북 타협정책이 올바른 정책이라면서 이 정책이 아직 효력을 발생시키지 않는 이유는 그 동안 추진된 대북 타협정책이 불충분했기 때문이라는 억지를 펴고 있다.
미국이라는 사회가 가지고 있는 고질병(固疾病)의 하나는 소위 ‘전문가’를 지나치게 대접한다는 것이다. 많은 미국인들은 해리슨과 그의 아류(亞流)들이, ‘전문가’로써, 어떠한 주장을 내놓든지 그 주장이 “미국의 국익(國益)을 염두(念頭)에 둔 것”이라고 믿어버린다. 그러나, 여기서 문제는 우리가 살고 있는 이념대립의 세계에서는 특정인의 ‘주장’과 ‘충성(忠誠)’은 별개의 것인데도 많은 경우 이들을 혼동(混同)한다는 데 있다. 미국이라는 사회에서는 특정 ‘전문가’가 미국 정부를 비판하고 적대국(敵對國)인 김정일(金正日)을 지지ㆍ찬동하면 사람들은 미국 정부를 나쁘게 보지 문제의 ‘전문가’를 나쁘게 보지 않는다. 여기서 문제는 도대체 누가 해리슨과 같은 사람으로 하여금 ‘전문가’ 행세(行勢)를 하도록 만들어 주느냐는 것이다.
돌이켜 보면, 우리는 미국의 대북정책 결정 과정은 하나의 악순환(惡循環)을 반복해 왔음을 발견한다. 많은 경우, 미국 사회에서는 이른바 ‘전문가’들이 미국이 아니라 오히려 미국의 적대세력(敵對勢力)에 의하여 조작(造作)되는 현상이 관찰되어 왔다. 미국에서 북한 문제에 관하여 해리슨이 일정한 발언권을 갖는 것은 사람들이 그를 북한 문제 ‘전문가’로 대접하기 때문이다. 그런데, 해리슨이 미국에서 북한 문제 ‘전문가’로 대접받는 이유는 그가 북한 지도부 인사들을 많이 만나기 때문이다. 북한 지도층 인사들이 해리슨을 만나 주는 것은 그가 기본적으로 친북적(親北的)으로 북한의 이익을 대변해 주기 때문이다. 이렇게 되면 상식적으로 보더라도 그가 북한 문제 ‘전문가’로 행세하게 된 경위에는 분명히 석연(釋然)치 못한 측면이 없지 않다.
해리슨에 관해서 말한다면, 그가 처음부터 북한 문제 ‘전문가’가 아니었다는 사실을 먼저 말하지 않으면 안 된다. 그는 실은 오래 전에 인도 문제 ‘전문가’로 행세하다가 얼마 후 그는 아프가니스탄 문제 ‘전문가’로 변신했다. 나는 우연하게도 그 시기에 소련의 1급 비밀(top secret) 정보문서에서 해리슨의 이름을 처음으로 접할 수 있었다. 소련군이 아프가니스탄에서 막 철수했으면서도 대규모 원조를 통해 소련의 괴뢰정권을 그곳에 유지하고 있던 시기에 작성된 이 문건을 보면 문제의 ‘전문가’들이 어떻게 ‘전문가’ 행세를 하게 되는지를 이해하는 데 도움을 얻을 수 있다. 1989년4월 소련 공산당 서기장 미하일 고르바초프(Mikhail Gorbachev)의 보좌관 바딤 자글라딘(Vadim Zagladin)은 해리슨을 만난 뒤 고르바체프에게 해리슨과의 면담 내용을 서면으로 보고했다. 그것이 내가 보게 된 문제의 1급 비밀 문건이다. 이 문건에 기록된 자글라딘과 해리슨과의 대화 내용은 다음과 같다.
“[4월11일 본직(자글라딘)은 노보스티 통신사의 요청으로 (미국) 카네기 연구재단의 동남아시아 문제 선임연구원 해리슨을 만났음. 해리슨은 오랜 기간 아프가니스탄 문제를 다루어 왔음. 해리슨은 (그가 워싱턴 포스트 기자로 재직하던 1978-1979년 기간 중에 미국의 아프가니스탄 사태 개입을 폭로하는 다수의 기사를 작성하여 보도했음. 다음은 4월11일 해리슨이 본직에게 한 이야기의 일부임.]
▶'당초 (미국의) 로날드 레이건(Ronald Reagan) 대통령은 가능한 한 오랜 기간 소련군이 아프가니스탄에 계속 주둔함으로써 세계의 여타 지역에서 미국이 소련을 압박하는 것을 보다 용이하게 해 주기를 희망했음. 그러나, 임기 종료에 임박하면서 레이건의 입장에 변화가 생겨서 ‘제네바 합의’를 지지하기 시작했음. 고르바체프와의 회담에서 보여 준 레이건의 입장은 바로 그러한 태도 변화를 반영하는 것임.'
▶'그러나, 레이건의 그 같은 태도 변화는 그의 행정부 안에서 모든 사람의 지지를 받지 못 했음. 예컨대, 조지 슐츠(George Schultz) 국무장관의 입장은 아프가니스탄으로부터의 소련군의 철수를 지지하는 것이었음. 그러나, 행정부 안에서 슐츠의 입장은 고립된 것이었음.'
▶'어떤 의미에서 조지 W.H. 부시(George W.H. Bush) 대통령의 아프가니스탄 정책은 레이건의 그것보다도 엉망이었음. 부시는 개인적으로는 아프가니스탄의 야당세력에 대한 지원을 계속할 뿐 아니라 보다 강화할 것을 고집했음. 부시는 내심으로는 아프가니스탄의 정부와 야당 세력에 대한 지원을 다 같이 중단시키자는 고르바체프의 제안을 거절하려 했었음. 그러나, 제임스 베이커(James Baker) 국무장관의 입장은 그보다는 ‘타협적’이었음.'
▶'부시 행정부의 지배적 분위기는 아프간 야당 세력에 대한 미국의 지원이 미-소 관계를 악화시키지 않으리라는 것이었음. 해리슨의 의견에 의하면, 바로 이 같은 부시 행정부의 지배적 분위기가 미국의 모험주의적 아프간 정책의 지속을 부채질한다는 것이었음. 해리슨은 소련이 완곡한 방법으로, 굳이 다른 문제와 ‘연계(連繫)’는 시키지 않더라도, 미국에게 “세상 만사(萬事)는 객관적으로 상호 연계되어 있다”는 점을 일깨워 줌으로써 “아프가니스탄에서의 미국의 처사(處事)가 세계의 다른 지역에서 장차 전개될 상황과 관련하여 결과적으로 미국의 국익(國益)을 해칠 수 있다는 사실을 깨닫게 해 주는것이 바람직하다는 의견을 피력했음.' 전문성이라는 것은 거저 생기는 것이 아니다. 어떤 사람이 모스크바(또는 평양, 베이징이나 하바나)에 가서 그곳 사람들에게 미국에 관한 민감한 정보를 제공하면 그들은 십중팔구 소련에 관한 민감한 정보 제공으로 대응하기 십상이다. 그러한 식으로 어떤 사람이 미국으로 돌아가서 ‘전문가’로서의 그의 위상을 제고시키고 고위층과 교유(交遊)하며 정치적 유언비어(流言蜚語)들을 수집하여 소련으로 귀환하게 된다면 다음에는 그 같은 과정이 되풀이되어 진행되기 마련이다. 이 같은 일은 매우 공평한 것처럼 생각될 여지가 있지만 사실은 그렇지 않다. 적(敵)들은 이미 상대방이 미국의 ‘전문가’임을 인지(認知)하고 그들에게 필요한 정보만을 제공하게 되는 반면 문제의 미국측 ‘전문가’들은 그들이 적들과 중요한 정보를 공유한다는 사실을 모르는 채 적들에게 되는 대로 아는 사실을 이야기 해 주는 것을 그들의 애국심의 발로(發露)라고 생각할 가능성이 많다. 결과적으로 이들 소위 ‘전문가’들은 적에게는 ‘정보’를 제공하고, 그 대가로 자기 나라에는 ‘역정보(逆情報)’를 가져다 주는 불공정 정보교역의 주역이 되는 것이다.
내가 앞에 인용한 소련의 1급 비밀 문건 내용 가운데는 소련의 체제를 이해하는 사람들에게 특별히 충격적인 것이 있다. 자글라딘과 해리슨 사이의 만남이 노보스티 통신사에 의하여 주선되었다는 사실이다. 노보스티 통신의 공식 임무는 소련의 선전 내용을 서방세계에 전파시키는 것이다. 그러나, 노보스티 통신에는 그 밖에 비공식적 임무가 있다. 그것은 KGB의 하부조직으로 수행하는 임무다. 나는 굳이 해리슨과 KGB를 결부시키려 하는 것이 아니다. 어쩌면 해리슨은 그가 무슨 일을 하는지도 모르는 채 소련의 국가비밀정보기관 KGB에 의하여 조종되고 있었을 가능성이 없지 않다. 그러나, 소련은 그들이 무엇을 하는지 충분이 이해하고 있었음이 틀림없다. 아마도, 소련의 동생격인 북한 사람들은 해리슨에게 그들이 한 일을 충분히 이해하고 있었을 가능성이 농후하다.
미국의 내노라 하는 ‘전문가’들 대열 속에서 ‘매국노(賣國奴)’를 찾아내는 것 또한 내가 하고자 하는 일이 아니다. 해리슨은 그런 일을 하는 유일한 미국인도 아니고 또한 그러한 일을 하는 사람 중 가장 악질적인 사람이 아닐 수도 있다. 그는 다만 그러한 사람 중의 하나일 뿐이다. 그렇다고 모든 외교 ‘전문가’들이 해리슨과 같은 것은 아니다. 분명히 보다 많은 ‘전문가’들은 정직하고 우수한 진짜 ‘전문가’들로 국가를 위해 성실하게 봉사하고 있다. 내가 강조하는 점은 대부분의 ‘전문가’들이 미국의 외교정책 수립과 추진에 많은 긍정적 기여를 하고 있다는 것이다. 다만, 문제는 그들의 그 같은 활동은 객관적으로 평가되지 않을 뿐 아니라 사회적으로 그들에게 적용되는 견제와 균형 기능이 존재하지 않는다는 데 있다. 이 같은 상황에서는 이들 ‘전문가’들이 모두 사리사욕(私利私慾)에 앞서서 국가이익에 봉사하는 것을 기대하는 데는 무리가 있다는 것이다.
‘전문가’들도 한낱 인간일 뿐이다. 그들도 과오를 범할 수 있다. 그들은 바보스러울 수도 있다. 또한 그들 가운데는 매국적인 반역자(反逆者)도 있을 수 있다. [끝]

The Disaster of U.S. Policy Toward North Korea

Some 30 years ago, at the height of the Cold War, Vladimir Bukovsky observed that if anything could bring Western democracy to its downfall, it would be 'political scientists' and 'Sovietologists.' Three decades have passed and there is no Soviet Union and no Sovietologists anymore. Yet, a number of totalitarian regimes have survived the Cold War and former Sovietologists have re-qualified themselves into other brands of foreign policy 'experts.' Bukovsky's observation, meanwhile, of these individuals' 'ignorance, doctrinaire attitude, and self-interest' remains highly relevant.
The latest foreign policy disaster for which the 'experts' in question are responsible is the success of the North Korean nuclear program. The 15-year-long appeasement of North Korea has failed completely. Selig Harrison, the North Korea expert from Centre for International Policy, has now returned from Pyongyang and told the Congress and the public what he has heard from North Korean leaders: their nuclear warheads are now ready, and they are not going to disarm, whatever we do. The best we can hope for, according to Harrison, is to appease them to the extent where they would refrain from increasing their nuclear arsenal any further. Needless to say, that is exactly what Harrisson recommends to do.
A lot of people will be alarmed by the news Harrison has delivered, but very few would pay any attention to the personality of the messenger. This would be a great injustice to Selig Harrison, because in fact he deserves a lot of attention. He is the undisputed leader of all North Korea experts in the US - simply because he has unprecedented access to North Korean communist leaders. He has been visiting North Korea very often for many years, and he has had lengthy meetings with its most high-profile apparatchiks at every visit. No other Western expert has had that privilege. Little wonder that Harrison became the most prominent opinion-maker on North Korea, and that US policies towards that country in the last 15 years have been very much influenced by his 'expert' recommendations.
His recommendations were simple: appeasement, appeasement and appeasement. Harrison's unique knowledge of the balance of power between 'hawks' and 'doves' in Pyongyang showed how important it was to strengthen the 'doves' (the Dear Leader Comrade Kim Jong Il, to name one) in their fight to return their country to the world civilization. Such was the only way, apparently, to ensure that North Korea would stay nuclear-free.
Now, of course, this strategy has proven itself entirely wrong, like the countless number of other appeasements in history. Yet, Harrison remains unapologetic. He insists that the policy was correct, and the reason for its present failure is that the appeasement has not gone far enough.
America trusts its experts. It is assumed that whatever opinions Harrison and his likes may hold, that they surely have the nation's best interests in heart. The problem is that, in ideological confrontations of our age, you cannot separate one's opinions from one's loyalties. If US experts criticize the US administration and praise Kim Jong Il, the popular belief is that something is wrong with the administration and nothing is wrong with the experts. The question is: who made them the leading experts in the first place?
In retrospect, it is clear that the making of US policy towards North Korea has been caught in a vicious circle: the selection of one's experts should not be entrusted to one's opponents. Harrison was listened to because he was the leading expert; he became the leading expert because of his access to North Korean leaders; and that access was granted to him for his pro-Pyongyang stance. Is something not wrong with this selection mechanism?
Speaking of Selig Harrison, it should be noted that he was not always an expert on North Korea; he started, long ago, as an expert on India; later he became an expert on Afghanistan. By chance, I first encountered his name in a top secret Soviet archival document from that period. That document, written at the time when the Soviets had just withdrawn troops from Afghanistan but preserved their puppet regime in Kabul through massive aid, may give us a better idea of how such experts operate. In April 1989 Gorbachev's advisor Vadim Zagladin saw Harrison, and then reported the meeting to Gorbachev himself:
On 13 April, on the request from Novosti Press Agency, I saw Selig Harrison, Carnegie Foundation's leading expert on South-East Asia. For a long time, S. Harrison has worked on the problem of Afghanistan. He wrote many articles unmasking the US intervention in the internal affairs of that country (starting from 1978 - early 1979, when he worked for Washington Post).

Harrison's observations:
- At first, R. Reagan wanted the USSR to 'stay' in Afghanistan for as long as possible, which would make it easier to put pressure on us elsewhere. However, he began to change his mind by the end of his term, and supported the Geneva Agreements. Hence was his position at the negotiations with M. S. Gorbachev.
- However, Reagan's view was not shared by everyone in his Administration. [State Secretary] Schulz believed it was necessary to help the USSR to 'withdraw' from Afghanistan. However, he was isolated.
- In a sense, George W. H. Bush's Administration is even worse than Reagan's. Bush himself has insisted that the US should continue and intensify the aid to the Afghan opposition. Personally, he wants to reject M. S. Gorbachev's proposal to stop the aid to both sides simultaneously. However, [State Secretary James] Baker is rather inclined to 'appeasement'.
- It is believed in the Administration that the US aid to the [Afghan] Opposition cannot harm the US-Soviet relations. In Harrison's opinion, this is an important factor which contributes to 'continuing adventurism'. He believes we should delicately hint to Washington, without tough 'linkages', that everything in this world is objectively interconnected, so the US behaviour in Afghanistan may eventually harm US interests in terms of the future developments 'in other regions'.

Expertise comes at a price. You go to Moscow (Pyongyang, Beijing, Havana, etc.) and give them some sensitive information about Washington; in exchange they give you their own sensitive information; you go to Washington and increase your profile as an expert, circulate in high places, gather political gossip, bring it back to Moscow (Pyongyang or whatever), and so the next round begins. This may seem fairly even-handed, but in fact, it is not. The enemy knows you are an American expert, and accordingly decides to tell you this or that; but the Americans don't know that you share your knowledge with the enemy, so they tell you everything, counting on your patriotic loyalty. In the end of the day, predictably, the expert conveys disinformation to Washington and intelligence to Moscow.
One small detail in the above document is particularly alarming to those who know the Soviet system: the meeting was organized at the initiative of Novosti Press Agency. Novosti's official mission was to spread the Soviet propaganda in the West. Unofficially, it was known to be a branch of the KGB. I do not mean to link Harrison to the KGB - he might well be manipulated without knowing what he was doing. But the Soviets certainly knew what they were doing. Most likely, their surviving small brothers in Pyongyang knew what they were doing as well.
Indeed, it is not my task to hunt any particular traitors in the glorious ranks of American experts. Harrison is not alone and he is not necessarily the worst of them; he is merely the latest example. On the other hand, not all foreign policy experts are like that: surely, many of them are honest and excellent specialists who are doing a great public service. My point is that the whole corporation of experts enjoys a very high degree of influence in the making of US foreign policy. Yet, they are unaccountable, and they are not restricted by sufficient checks and balances. In this situation, it would be naive to expect all of them to put the national interest above their own interest.
Experts are humans. They may make mistakes. They may be stupid. They may be
treacherous.
