부시대통령이 워싱턴의 정치가들을 계속 놀라게 하고 황당하게 하고 격노하게 만들고 있다. 어제 그는 바그다드에서 자살테러공격속에 사상자가 속출하고 앰블런스가 달려가는 동안에도 과감히
'나의 지도력 아래 미국이 훨씬 안전해지고 평화스러워졌습니다. 세계도 후세인이 제거되고 더 그렇게 되고 있습니다'고 발표했다.

현상황만을 부시가 비교한 것이라고 누군가 이해한다면 부시의 그런 주장은 협박성발표로 보일 수 있다. 생각컨대, 만일 우리가 아프간이나 이라크를 침공하지 않았다면, 지금 당장 모든 것은 훨씬 평화로울 수 있다. 미군병사들은 외국땅에서 죽어가지 않아도 되고, 바그다드 거리에서 폭발도 터지지 않을 거고 그럴 것이다.

만일 우리가 단지 유엔을 통해, 정책적으로 효과는 없겠지만, 후세인과 탈레반에게 그들의 惡政에 대해 시정권고나 했다면, 프랑스, 독일 또 많은 이슬람정부들이 미국에 대해 험한 소릴 떠들지 않을 것이다. 뉴욕과 펜타곤의 그런 비극 후에도 우리가 그렇게만 행동하고 있었다면, 아마 세계인으로부터 미국의 관용과 자제력과 성숙함에 대해 두루 찬사를 받지 않았겠나 말이다.

대통령의 그런 발표는, 테러리스트의 위협이 멀리 떠난 것이 아니며 날로 더 악질적으로 늘어나 미본토인들을 대량살상무기들로 집단학살하는 데까지 자라날 것이라고 예상하는 사람들에게만 이치가 닿는 발표가 된다. 이럴 경우, 우리가 테러리스트제거노력을 지연하면 할 수록, 중동과 미국과 세계에선 안전과 평화는 점점 더 줄어들 것이다.

그런 예상에서 어제의 대통령의 발표는 정확하다고 해야 한다.

테러리즘을 격퇴시키는 진행을 (그것이 비틀거리는 진행이건, 불완전한 진행이건) 시작한다는 것은 우리로 하여금 우리가 아직 시작하지 않았을 때보다 더 안전하게 한다. 그 비극이 있은 9월 12일부터 수개월간 대다수의 워싱턴정치가들과 언론인들은 대통령과 함께 그러한 위험과 위급성의 감각을 동병상련하였었다.

그런데, 수개월이 지나자부터, 해를 거듭할 수록, 테러에 대한 전쟁이란 그 개념은 재미없는 것이 되어졌다. 그것은 단순히 진부한 문구가 되고 생각할 틈없이 되돌려 쳐내는 정치적 문귀가 되었다.

허나, 그것은 죠지 부시를 위한 전쟁이 아니다. 대통령에게는 테러자들의 위협이 물리적이고 험악하고 절박한 것이다. 만일 그가 옳다면 - 그리고 사실 거의 모든 테러 전문가들이 그가 옳다고 신뢰하고 있다. - 나는 부시가 가진 위험에 대한 강박증적이고 초지일관한 전망이 그의 위대함의 상징이라고 믿는다.

나폴레옹에게 보통의 정치가들 속에서 위대한 지도자를 어떻게 감별하는가 물었을 때, 그는 이렇게 설명했다.
그것은 천부적인 재능이 아니다. 대신 정신적인 힘이다. 라고. ( 어떤 對象들에 대해 장기간 지치지 않고 집중하는 능력)

대다수의 다른 정치가들이 (민주당의 대통령지망생들속에 확실히 포함되어있는) 테러의 심연이 노려보는 것에 정신적 정서적 긴장으로 지쳐빠지게 된지 오랜 후에도 대통령은 여전히 그것을 노려보고 행동하고 있는 것이다.

그리고 대통령은 대테러 전반전이 매우 힘들 것이라는 것을 예상하는 것이다. 왜냐 하면, 테러리스트들과 다른 관전자들이 아직도 미국이 저력을 갖고 있는지 의심하고 있는 중이니.

그들은 베트남을 기억할 것이다. 그곳에서 우리는 싸울 의지를 잃었었다.
그들은 베이루트를 기억할 것이다. 1983년 그 곳에서 우리 해병대막사에서 해병들이 살해당했을 때 우리는 꼬리를 내리고 도망쳐 왔었다.
그들은 무역센터에 떨어진 첫번째 테러를 알 것이다. 1993년 그 때 우리는 군인들을 부르지 않고 변호사를 불렀다.
그들은 1996년의 모가디쉬를 기억할 것이다. 그 곳에서 우리는 사망자들을 내버리고 도주해 나왔다.
그들은 200년의 USS 콜레기지를 기억할 것이다. 그 곳에서 우리는 우리의 함정에게 상륙을 명령한 것이 아니라 바다로 도망쳐나오도록 지시했다.
그리고 이제 2003년을 보라. 이라크에서 아프간에서 우리의 군사들과 해병들이, 지난 30년동안 위험과 살해에 직면했을 때마다 보이던 상급자들의 무한한 관용과 그럴싸한 게으른 변명을 위해 대신 그들의 피를 값으로 지불하고 있다.

위험에 직면하면서 관대하게 보이는 무행동에는 다른 조건이 따른다.
그들이 그런 조건을 알건 모르건, Dean류이건, 클라크류이건, 케리류이건, (민주당대선후보들) 그외 다른 정치가들이건 권위가이건 그들은 무행동과 후퇴에 대한 어떤 변명도 만들어내는 그들은 근본적으로 양보주의자들이란 점이다. 그것은 - 만일 그 적들이 양보할 수 있다면 - 순이성적인 정책이다.

히틀러가 체코를 소유하는(소유하고 평화를 맺는) 것에 동의하였을 때, 체임벌린은 역사속에서 위대한 인물처럼 보였었다. 그리고 처칠은 그가 당시 그렇게 불렸듯이 단순한 전쟁광으로 여겨졌다.
오늘날, 이슬람테러주의자들이 양보하자고 하였을 때, 부시가 그렇게 한다면 부시는 바보일 것이다.

더구나 테러주의자들이 양보하지 않는데도, 미국이 양보해야 하는가 ?
70년 전 영국을 향해 처칠이 이와 같이 경고했다.
'영국의 나약한 시간이 유럽은 위험의 시간이다.'
이제 우리는 죠지 부시의 확고한 걸음과 함께 용기를 내어야 할 것이다. 이는 평화를 구하기 위한 불가피한 피의 행진인 것이다.

President Bush continues to amaze, baffle and infuriate most of the Washington political class. Yesterday, he pronounced that 'under my leadership America is more secure and peaceful ... the world is safer for having removed Saddam Hussein,' even while the ambulances were still removing the dead and dying from suicide bombsites in Baghdad.

The president's claim of more security and peace only makes sense if one understands to what he is comparing the current condition. Presumably, if we hadn't invaded Iraq (and Afghanistan), things would be more peaceful right now. American soldiers wouldn't be dying on foreign soil, and there would be no explosions on the streets of Baghdad.

If we had let the U.N. quietly, politely and ineffectively continue to complain to Mr. Hussein and the Taliban for their various misdeeds, the French, Germans and many Muslim governments would not now be saying rude things about America. We might even be admired around the world for our forbearance, restraint and maturity after that tragedy in New York and at the Pentagon.

The president's statement makes sense only if one believes that the terrorist danger will not go away, but rather will grow ever worse until it reaches a genocidal level of applied WMD weaponry against Americans here at home. In that case, every day we delay our effort to suppress and extinguish terrorism at its heart in the Middle East, America and the world grows less secure and less full of peace.

It is in that sense that the president was correct yesterday.

Having started the process of rolling back terrorism (however falteringly or imperfectly), we are more secure than if we had not yet started. On Sept. 12, and for some months thereafter, most Washington politicians and journalists shared with the president that sense of the danger and urgency.

But with the passage of months, and now years, for many the very idea of a war on terrorism has become prosaic. It has become a mere cliche, an abstraction, a political phrase to be tossed off without thinking.

But it is not so for George Bush. For him the terrorism menace is corporeal, ominous and imminent. If he is right -- and almost every technical terrorism expert believes he is -- I believe his obsessive, sustained focus on the danger is a sign of greatness.

When Napoleon was asked what distinguished a great leader from a regular politician, he explained that it was not innate intelligence, but rather the mental power 'de fixer les objets longtemps sans etre fatigue' (to concentrate on objectives for long periods without tiring).

While most other politicians (certainly including most of the Democratic Party presidential aspirants) have long since tired of the mental and emotional strain of staring into the terrorism abyss), the president continues to focus and to act.

And he understands that the early rounds may be the hardest, because the terrorists and others still doubt America's staying power.

They remember Vietnam, where we lost the will to fight. They remember Beirut in 1983, where we turned tail and ran after they killed our Marines in their barracks. They remember the first WTC bombing in 1993, when we turned to our lawyers instead of our soldiers. They remember Mogadishu in 1996, where we left our dead and skedaddled out of country. They remember the attack on the USS Cole in 2000, where we ordered our ships to sea rather than our Marines to shore. So now, in 2003, in Iraq and Afghanistan, our soldiers and Marines are paying the price in their blood for the boundless tolerance and rationalized inaction of their superiors when faced with danger and assault over the last 30 years.

There is another term for tolerant inaction in the face of danger: appeasement. Whether they know it or not, the Deans, Clarkes, Kerrys and all the other politicians and pundits who will find any excuse for inaction or retreat, are, functionally, appeasers. That is a rational policy -- if the enemy is appeasable.

If Hitler had been content with taking Czechoslovakia, Neville Chamberlain would be seen as a great man by history. And Churchill would have been seen as the mere warmonger he was then called. If, today, the Islamist terrorists are appeasable, then Bush is a fool.

If they are not, then we should apply to America, Churchill's warning to England over 70 years ago: 'England's hour of weakness is Europe's hour of danger.' And we should be heartened by George Bush's confident strides in the inevitably bloody march to peace.
