Pyongyang fails to acknowledge humanitarian crisis in UN talks: NGOs

GENEVA : North Korea failed to acknowledge the extent of its
humanitarian crisis during a rare examination before a UN
human rights committee, advocacy groups said, describing
dialogue with Pyongyang as like 'speaking to a wall.'

Committee members quizzed senior North Korean officials on
Wednesday and Thursday over a report by Pyongyang on its
implementation of the International Covenant on Economic,
Social and Cultural Rights -- one of a mere handful of
international treaties signed so far by the Stalinist state.

'The committee will issue its recommendations and conclusions
on the report at the end of the session ... at the end of next
week,' said Jose Diaz, a spokesman for the Officer of the High
Commissioner for Human Rights.

But even before any official conclusion, Non-Governmental
Organisations (NGOs) that provide the UN committee with
evidence slammed the talks as a lost opportunity for
Pyongyang.

'It is deplorable that the North Korean government remained
autistic, failing to recognize the extent of the humanitarian
crisis and denying any violations of economic, social and
cultural rights,' said Sidiki Kaba, president of the
International Federation of Human Rights Leagues (FIDH).

Good Friends, a South Korea-based NGO, estimated that 15.6
percent of children in North Korea under the age of seven
suffer from acute malnutrition, while a recent study by the
United Nations Development Programme said 6.5 million
malnourished North Koreans would need aid in 2004.

'We were trying to raise our concerns over the extent of the
humanitarian crises,' said Erica Kang from Good Friends, who
followed the two-day discussion.

'I think the North Korean government was actually failing to
recognise and acknowledge the extent of the humanitarian
crisis,' she told a news conference.

The whole purpose of submitting a report under the convention
was to analyse North Korea's economic and social policies,
explained FIDH spokesman Antoine Madelin.

'The experts raised questions to the government in a very
unconfrontational way, they tried not to directly criticise
but rather to raise questions and put forward advice,' he
said.

'But the North Korean authorities kept the same language
denying all allegations and saying that in North Korea
everyone is happy,' said Madelin.

'Behind this there are millions of people suffering and so the
government is avoiding its responsibilities for those people.'

Although the advocacy groups welcomed the fact that normally
secretive North Korean officials had travelled to Geneva to
submit the report, they urged them to do more.

'We would like the North Korean government to enable further
dialogue with the United Nations,' said Madelin.

Pyongyang should invite the UN committee to assess the social
and economic situation on the ground for itself, he told
reporters, adding that other governments should also press
North Korea to play a more active role in addressing the
country's humanitarian problems.

At present, 'the impression was that the committee members
were speaking to a wall,' said Kaba from the Paris-based FIDH.
