Children's rights through 25 years
Norway was the world's first country to establish an ombudsman for children and for 25 years the ombudsman has represented a voice for children in the public debate. Many nations have since followed the Norwegian example.

Children comprise a large but weak group in society without the possibility for making themselves heard. The reasoning behind establishing an ombudsman for children was thus to provide this group with someone to represent their interests and rights in the public arena.

The office of the Ombudsman for Children organised an event 1 September where among others the Norwegian crown prince and crown princess participated. Artists, ministers and former ombudsmen for children were also present to mark a milestone in children's rights both in Norway and internationally.

"(…) children lack the right to vote, and they are not a financially strong lobbying group, however they comprise close to one-fourth of the population in Norway. And there is no doubt that we as the government bear a particular responsibility towards this group," said Norwegian Minister of Children and Equality Karita Bekkemellem during the event.

The Ombudsman for Children is an independent, non-partisan and politically neutral organisation that is appointed by the King for a period of four years at the time. The main tasks are to promote children's interests in society and follow the trends in the standard of living for children. Two of the principles in the UN Convention on the Rights of the Child states that children have the right to feel safe and to voice their opinions and be heard. These principles and following up Norway's other obligations to the UN charter is two of the ombudsman's main priorities.

Since Norway established the first Office of the Ombudsman for Children 25 years ago, close to 70 countries have followed suit. In 1997 the Norwegian ombudsman took the initiative to establish a network for the 25 European countries that have ombudsmen for children, and founded ENOC—European Network for Ombudspersons for Children. The organisation is part of the Council of Europe and it headquartered in Strasbourg.
