韓美, 對北 핵우산 강화하기로 합의

韓民求 국방부 장관과 애슈턴 카터 미 국방장관은 20일(현지시간) 미국 워싱턴 국방부에서 제48차 연례 한미 안보협의회의(SCM)을 개최하고 한국에 대한 미국의 확장억제 공약의 실행력을 강화하는 방안을 포함한 공동성명을 발표하였다. 그 全文.



1. 제48차 한·미 안보협의회의(SCM)가 2016년 10월 20일 워싱턴 D.C.에서 개최되었다. 이 회의는 한민구 대한민국 국방부 장관과 애슈턴 카터 미합중국 국방부 장관이 공동 주재하였으며, 양국의 국방 및 외교 분야의 고위 관계관들이 참석하였다. 이 회의에 앞서 2016년 10월 13일 대한민국 합참의장 이순진 대장과 미합중국 합참의장 조지프 던포드 대장이 제41차 한·미 군사위원회 회의(MCM)를 주재하였다.

2. 양 장관은 2009년 6월 '한미동맹을 위한 공동비전'에 기초하고, 2013년 5월 '한미동맹 60주년 기념 공동선언'과, 2015년 한미정상회담 계기 '한미관계 현황 공동설명서-한미동맹:공통의 가치, 새로운 지평'에서 재확인되었던 공동의 가치와 상호 신뢰에 기반한 양자·지역·汎세계적 범주의 포괄적 전략동맹을 지속적으로 구축해 나간다는 兩國 정상의 공약을 재확인하였다. 또한 양 장관은 2010년도 제42차 SCM에서 서명한 '한미 국방협력지침'에 반영된 바와 같이 한반도 연합방위태세를 강화하고, 21세기 지역 및 범세계적 안보를 위한 협력을 증진하는 등 동맹협력의 범위와 수준이 지속적으로 확대·심화되어야 한다는 공동의 인식을 재확인하였다. 한미통합국방협의체(KIDD)가 다양한 한미 국방대화 회의체를 조정·통합하고 고위 정책적 감독과 협력을 제공함으로써 동맹 목표의 구현을 보장하고 있다는 점에 주목하였다. 양 장관은 KIDD가 MCM 및 SCM과 같은 현존 위기협조 및 결심수립 메커니즘을 지원하는 내용을 담은 KIDD 관련약정(TOR) 개정안에 서명하였다.

3. 양 장관은 올해 북한의 제4·5차 핵실험과 단거리·준중거리·중거리·장거리 탄도미사일 및 잠수함발사 탄도미사일(SLBM) 발사를 포함한 전례 없는 수준의 핵실험 및 탄도미사일 발사는 域內 불안정화를 야기하고 다수의 유엔 안보리 결의를 명백하게 위반한 것이라고 가장 강력한 언어로 규탄하였다. 양 장관은 유엔 안보리 결의에 의해 금지된 핵 및 탄도미사일 프로그램과 확산 활동을 포함한 북한의 정책과 행동이 지역 안정, 세계 안보, 글로벌 비확산 체제에 심각한 위협을 제기하고 있다는 한미 양국의 확고한 인식을 재표명하였다. 이와 관련, 양 장관은 '2015 북한에 관한 한미 공동성명'에 명시된 공약을 재확인하였다. 양 장관은 북한이 2005년 6자회담의 9·19 공동성명상 약속을 이행하고 유엔안보리 결의 1718호, 1874호, 2087호, 2094호, 2270호 상의 의무를 준수해야 함을 확인하였다. 또한, 양 장관은 북한이 핵 및 탄도미사일 프로그램 관련 모든 활동을 즉각 중단하고, 모든 핵무기와 현존하는 핵 프로그램, 여타 현존하는 대량살상무기, 탄도미사일 프로그램을 완전하고 검증 가능하며 불가역적인 방식으로 포기할 것을 촉구하였다. 또한, 양 장관은 북한 관련 모든 유엔 안보리 결의들을 완전히 이행하고 북한이 비핵화를 선택할 수밖에 없는 환경을 조성하기 위해 적극적인 국제적 노력을 주도해 나가는 데 있어 한미 간 계속 긴밀히 협력해 나갈 것을 재확인하였다.

4. 양 장관은 강력한 연합방위태세로 대한민국을 방위한다는 한미동맹 본연의 임무와 한미상호방위조약에 기반한 상호 안보 증진에 대한 兩國의 공약을 재확인하였다. 兩 장관은 북한의 도발을 억제하고 한반도와 지역의 안정을 유지하기 위한 한미동맹과 미국의 확장억제의 강력함에 대한 확고한 신뢰를 표명하였다. 양 장관은 김정은 정권의 4·5차 핵실험과 다수의 탄도미사일 발사로 말미암은 안보환경을 감안할 때, 동맹의 대비태세를 과시하기 위해 한반도에서 연합훈련을 지속 실시해야 하는 필요성을 재확인하였다. 북한의 지속되는 도발을 고려하여, 兩 장관은 2+2 '한미 외교·국방 확장억제 전략협의체(EDSCG)'의 틀 속에서, 북한이 동맹의 결의에 대한 의구심을 갖지 못하도록 확장억제 능력을 보다 더 강화하기 위한 추가적인 조치 방안들을 검토하기로 합의하였다. 兩 장관은 북한의 그 어떤 추가적인 도발에도 대응하기 위해 동맹의 긴밀한 협조를 유지해 나간다는 결의를 표명하였다.

5. 兩 장관은 어떠한 형태의 북한의 침략 또는 군사적 도발도 더이상 용인하지 않을 것이며, 한미 양국이 공동의 결연한 의지를 과시하기 위해 함께 노력해 나갈 것임을 재확인하였다. 양 장관은 한미동맹이 한반도와 동북아시아의 평화와 안정을 확보하는 데 있어 양국의 미래 이익을 위해 지속적으로 긴요함을 재확인하고, 대한민국의 안보를 위해 연합전력의 충분한 능력을 확고히 유지해 나갈 것임을 강조하였다. 카터 장관은 한반도에 배치된 戰力과 세계 全域에서 가용한 戰力을 운용하여 대한민국을 방위한다는 미합중국의 단호하고 확고한 공약을 재강조하였다. 또한 카터 장관은 주한미군의 현재 수준을 유지하고 전투준비태세를 향상시키겠다는 공약을 재강조하였다.

6. 카터 장관은 미합중국의 핵우산, 재래식 타격능력, 미사일 방어능력을 포함한 모든 범주의 군사능력을 운용하여 대한민국을 위해 확장억제를 제공하고 강화할 것이라는 미합중국의 지속적인 공약을 재확인하였다. 카터 장관은, 自國 또는 동맹국에 대한 그 어떤 공격도 격퇴될 것이며 그 어떤 핵무기 사용의 경우에도 효과적이고 압도적인 대응에 직면하게 될 것이라는, 自國의 지속적인 정책을 재확인하였다. 兩 장관은 점증하는 북한의 핵·WMD 그리고 탄도미사일 위협에 대응하기 위해 동맹의 억제방안과 능력을 향상시키고, 지속적인 정보공유와 상호운용성을 증진하여 대한민국에 대한 확장억제의 신뢰성, 능력, 지속성을 보장할 것을 약속하였다. 한민구 장관은 북한의 핵실험과 장거리 미사일 도발 후 美 전략자산의 수차례 한반도 전개, 올해 초 캘리포니아 반덴버그 공군기지에서 미측의 B-52, 지상기반요격체(GBI) 발사시설, 미니트맨Ⅲ 대륙간탄도미사일 발사 시현 등이 미국의 확장억제에 대한 이해와 신뢰를 제고하였다고 평가하였다. 두 장관은 또한 점증하는 북한의 탄도미사일 위협에 대한 동맹의 미사일 대응능력과 태세를 강화시킬 4D 작전개념 이행지침(CPIG, Concepts and Principals Implementation Guidelines)을 서명한 한미억제전략위원회(DSC)의 성과를 높이 평가하였다. 양 장관은 맞춤형 억제전략(TDS)과 4D 작전개념 이행지침의 실행력을 제고하기 위한 정책과 절차를 지속 발전시켜 나가기로 하였다. 양국은 앞으로도 북한의 주요 위협에 대한 억제의 맞춤화를 달성하고 억제효과를 극대화하기 위해 억제 관련 사안에 대해 긴밀한 협의를 지속해 나가기로 합의하였다.

7. 두 장관은 주한미군 THAAD(사드·고고도미사일방어체계)를 한반도에 배치한다는 공약을 재확인하였다. 두 장관은 북한의 핵실험과 탄도미사일 발사가 동맹의 미사일 방어능력을 현저히 향상시키고자 하는 한미동맹 차원의 결정의 필요성을 강화시키고 있다는 점에 주목하였다. 두 장관은 THAAD의 군사적 효용성을 강조하였으며 THAAD 체계가 오직 북한의 미사일 위협을 방어하는 데 목적이 있으며, 어떠한 제3국도 지향하지 않을 것임을 재확인하였다. 두 장관은 THAAD 배치 절차의 지체없는 진행을 위해 적절한 조치를 취할 것을 약속하였다.

8. 두 장관은 북한 미사일 위협에 대한 정보공유를 강화시켜 나가기로 결정하였다. 또한 양국은 북한의 핵·WMD 및 탄도미사일 위협에 대한 포괄적인 동맹능력을 발전시키기 위해 지속적으로 긴밀히 협의해 나가기로 하였다. 한민구 장관은, 대한민국이 북한의 핵·미사일 위협에 대응하는 독자적 핵심군사능력으로서 동맹의 체계(THAAD, 패트리엇 포함)와 상호 운용 가능한 Kill-Chain(킬체인)과 한국형 미사일 방어체계(KAMD)를 2020년대 중반까지 지속적으로 발전시켜 나갈 것임을 재확인하였다. 이에 따라 대한민국 군은 북한의 핵·미사일 위협에 대한 탐지·교란·파괴·방어 능력을 위한 투자를 지속해 나갈 것이다.

9. 두 장관은 진화하는 북한의 위협에 대응하기 위한 한미간의 긴밀한 공조를 평가하였다. 양국은 앞으로도 그 어떤 북한의 침략 또는 군사적 도발에 대해서도 공동으로 단호히 대응해 나가기로 하였다. 양 장관은 양국군이 한미동맹의 효과적 대응을 보장하기 위해 한반도의 다양한 위기 상황에 관한 군사계획을 지속 발전시키고 있음에 주목하였다. 양 장관은 서북도서 및 북방한계선(NLL, Northern Limit Line) 일대에서의 그 어떤 북한 도발에도 대비할 수 있도록 지속적으로 연합연습 및 훈련을 증진시키고 연합 대비능력을 강화하는 것이 필요하다는 점을 재확인하였다. 또한 양 장관은 NLL이 지난 60여년간 남북한 간의 군사력을 분리하고 군사적 긴장을 예방하는 효과적 수단이었다는 점에 주목하고, 북한이 NLL의 실질적 가치를 인정하고 이를 준수할 것을 촉구하였다. 아울러, 양 장관은 정전협정과 유엔사가 한반도 평화와 안정을 유지하는 데 필수적이라는 점을 재확인하였다. 양 장관은 최근 북한의 SLBM 시험발사 등 증가하는 북한의 해양 도발에 대한 양국의 대응능력 확충을 위해 한미 해군 간 협력을 더욱 증진해 나가기로 결정하였다. 이를 위해 양 장관은 연합 탄도미사일 방어, 對潛戰 연습 등 한미 해군훈련의 범위와 시행을 확대하고 참모협조를 강화하여 정보공유를 활성화해 나가는 등 다양한 협력 방안을 검토해 나가기로 하였다.

10. 양 장관은 평화유지활동, 안정화 및 재건 지원, 지역안보협력구상, 인도적 지원 및 재난 구호 등을 포함하여 상호 관심을 기울이고 있는 광범위한 汎세계적 안보 도전에 대처하기 위해 동맹차원의 긴밀한 협력을 지속 강화해 나가기로 약속하였다. 카터 장관은 세계평화와 안정 증진을 위해 대한민국이 국내 절차에 따라 2억5500만 달러의 아프간 군경 역량 강화와 사회·경제 발전 지원을 위한 기여 공약과 아울러, 국제사회의 ISIL 대응 노력, 아덴만 해적퇴치 활동, 유엔 평화유지활동(PKO) 등에 대한 기여를 포함한 대한민국의 노력을 높이 평가하였다. 카터 장관은 또한 대한민국이 국내 절차에 따라 인도적 지원에 1억 달러를 증액하기로 공약한 것을 평가하였다. 더불어, 카터 장관은 대한민국 정부의 지속적이고 적극적인 확산방지구상(PSI)참여에 사의를 표명하였다. 양 장관은 WMD 확보 및 사용 방지, 필요시 WMD 위협을 경감시켜 동맹의 연합대응능력을 강화시키기 위한 한미 CPWG의 노력을 높이 평가하였다.

11. 두 장관은 우주 및 사이버 공간의 협력을 강화하고, 정보 및 우주 시스템을 비롯한 핵심 인프라 안보를 증진시킬 필요가 있다는 점을 재확인하였다. 양 장관은 우주 역량에 대한 임무보장 강화, 우주상황인식, 우주협력 TTX 분야에서의 협력 증진의 중요성을 재확인하였다. 양 장관은 사이버 도전에 대응하는 동맹의 능력을 강화하기 위해 사이버 공간에서의 협력 증진의 중요성을 확인하였다. 양 장관은 국방사이버정책실무협의회(CCWG)의 중요성과 더불어, 한미동맹의 틀 속에서 사이버 공간에서 노력을 통합하고 공동의 협력을 향상시키는 연구를 위해 한미 사이버실무협의체를 구성한 것에 주목하였다. 양 장관은 양국이 정례적인 양자회의를 통해 이 연구의 진행 상황을 확인하고, 사이버 위협 대응 능력을 강화할 수 있도록 새로운 기회를 지속적으로 모색하기로 하였다. 양 장관은 북한 위협 대응을 위해 로봇과 자율기술 협력을 포함한 새롭고 혁신적인 수단을 식별하기 위해 한미 방산기술협력위원회(DTICC)을 통해 한미 과학 및 기술 협력을 진전시켜 나가기로 하였다.

12. 두 장관은 브룩스 한미연합군사령관으로부터 한미 연합방위태세가 '상시 전투태세(Fight Tonight)'의 능력과 준비를 갖추고 있으며, 북한의 어떠한 도발, 불안정 사태 또는 침략에 대해서도 효과적으로 대응할 준비가 되어 있다는 요지의 MCM 결과를 보고 받았다.

13. 두 장관은 제47차 SCM에서 서명한 '조건에 기초한 전작권 전환계획(COT-P)'에 따른 전작권 전환 준비가 정상적으로 추진되고 있음을 확인하고, 적정한 시기에 안정적으로 전작권을 전환할 수 있도록 성실히 지속 이행할 것을 약속하였다.

14. 두 장관은 주한미군 기지 이전 및 반환이 양국의 이익에 부합한다는 것을 재확인하고, 이러한 노력들이 성공적으로 완료될 수 있도록 긴밀히 협력해 나가기로 하였다. 양 장관은 용산기지이전계획(YRP)과 연합토지관리계획(LPP)사업이 적시에 완료될 수 있도록 공동 노력하겠다는 공약을 재확인하였다. 양 장관은 부대 이전과 관련된 진전을 높이 평가하고, 올해 첫 번째 미 전투부대가 험프리 기지로 이전하였고 2017년에 주한미군사령부와 8군 사령부본부의 이전이 계획되어 있다는 사실에 주목하였다. 양 장관은 또한 공동환경평가절차(JEAP)를 통해 기지 반환과 관련된 문제들에 대해 긴밀히 협의하는 노력을 지속해 나가기로 결정하였다.

15. 두 장관은 북한의 핵·미사일 위협에 직면하고 있는 한미일 3국간 안보협력의 중요성에 대한 이해를 공유하였다. 양 장관은 3국이 2016년 6월에 실시한 미사일 경보훈련(PACIFIC DRAGON)이 북한 핵·미사일 위협에 대한 정보공유 능력 향상에 기여했다는 데 의견을 같이하였다. 두 장관은 올해 1월과 9월에 실시된 북한의 핵실험을 포함한 다양한 도발행위 직후에 실시된 한미일 3국간 외교 및 국방 분야 협력을 긍정적으로 평가하였다. 이와 관련 양 장관은 DTT 등 정기 국방협의체를 통해 3국 간 실질적인 국방협력을 계속 증진해야 할 필요성을 재확인하였다.

16. 두 장관은 대한민국의 방위비 분담이 한반도에서의 연합방위능력 강화에 기여하고 있다고 평가하였다. 카터 장관은 대한민국이 주한미군의 안정적 주둔 환경을 위해 기여하고 있는 것에 대해 사의를 표명하였다.

17. 양국 장관은 지난 7월 방산기술전략협력체(DTSCG) 회의가 최초로 개최된 것을 높이 평가하였다. DTSCG를 통해 한미 양측은 한미동맹을 지원하기 위한 기술보호, 외교정책, 방산기술협력에 대한 정책적·전략적 논의를 발전시켜 나갈 것이다.

18. 한민구 장관은 카터 장관에게 미합중국 정부가 자신과 대한민국 대표단에 보여준 예우와 환대 그리고 성공적인 회의를 위한 훌륭한 준비에 대해 심심한 사의를 표하였다. 양 장관은 제48차 SCM과 제41차 MCM에서의 논의가 한미동맹을 실질적으로 강화하고, 양국 국방관계가 포괄적 전략동맹으로 발전하는 데 기여하였음을 확인하였다. 양 장관은 제49차 SCM을 2017년 상호 편리한 시기에 서울에서 개최하기로 하였다.

The 48th United States (U.S.) and Republic of Korea (ROK) Security Consultative Meeting (SCM) was held in Washington, DC today . U.S. Secretary of Defense Ashton Carter and ROK Minister of National Defense Han Minkoo led their respective delegations, which included senior defense and foreign affairs officials. On Oct. 13, the U.S. Chairman of the Joint Chiefs of Staff, General Joseph F. Dunford Jr., and the Chairman of the Republic of Korea Joint Chiefs of Staff, General Lee Sun-jin, presided over the 41st U.S.-ROK Military Committee Meeting (MCM).
The secretary and the minister reaffirmed the commitment of the U.S. and ROK presidents to continue to build a comprehensive strategic alliance of bilateral, regional, and global scope based on common values and mutual trust, as set forth in the June 2009, “Joint Vision for the Alliance of the Republic of Korea and the United States of America,” and reiterated in the May 2013, “Joint Declaration in Commemoration of the 60th Anniversary of the Alliance between the Republic of Korea and the United States of America,” and the 2015 Joint Fact Sheet, the “Republic of Korea-United States Alliance: Shared Values, New Frontiers.” They also reaffirmed that the scope and level of alliance cooperation should continue to broaden and deepen by strengthening the combined defense posture on the Korean Peninsula and enhancing cooperation for regional and global security in the 21st century, as reflected in the “U.S.-ROK Defense Cooperation Guidelines” signed at the 42nd SCM in 2010. Against this backdrop, the secretary and the minister noted that the efforts of the Korea-U.S. Integrated Defense Dialogue (KIDD) significantly advance alliance objectives by providing high-level policy oversight and coordinating and integrating various defense consultative mechanisms between the United States and the Republic of Korea. At the conclusion of the SCM, the secretary and the minister signed a revised KIDD terms of reference (TOR) that supports existing crises coordination and decision-making mechanisms, such as the SCM and MCM, as appropriate.
The secretary and the minister condemned in the strongest possible terms North Korea’s unprecedented level of nuclear tests and ballistic missile launches this year—including its fourth and fifth nuclear tests, as well as its short-range, medium-range, intermediate-range, long-range, and submarine-launched ballistic missile (SLBM) launches—as destabilizing to the region and clear violations of numerous United Nations (UN) Security Council resolutions. The secretary and the minister reiterated the firm view of the United States and the Republic of Korea that North Korea’s policies and actions, including its UN Security Council-proscribed nuclear and ballistic missile programs and proliferation activities, pose an increasingly serious threat to regional stability and global security, as well as to the integrity of the global nonproliferation regime. In this regard, the secretary and the minister reaffirmed the commitments set forth in the “2015 Republic of Korea and United States of America Joint Statement on North Korea.” The secretary and the minister reaffirmed that North Korea should fulfill its commitments under the Sept. 19, 2005, joint statement of the Six-Party Talks and abide by its obligations under UN Security Council resolutions 1718, 1874, 2087, 2094, and 2270. They also urged North Korea to cease all activities related to its nuclear and ballistic missile programs immediately and to abandon all nuclear weapons and
existing nuclear programs as well as other existing weapons of mass destruction (WMD) and ballistic missile programs in a complete, verifiable, and irreversible manner. The secretary and the minister also reaffirmed that the United States and the ROK would continue to cooperate closely to implement fully all UN Security Council resolutions concerning North Korea and lead active international efforts to create an environment in which North Korea has no other choice but to denuclearize.
The secretary and the minister reaffirmed the two nations’ mutual commitment to the fundamental mission of the alliance to defend the ROK through a robust combined defense posture, as well as to the enhancement of mutual security based on the U.S.-ROK Mutual Defense Treaty. The secretary and the minister expressed their great confidence in the strength of the U.S.-ROK alliance and of the U.S. extended deterrent to continue to deter North Korean aggression and preserve stability on the Korean Peninsula and the region. The secretary and the minister reaffirmed the need to continue to conduct combined exercises on the Peninsula to demonstrate alliance readiness, particularly given the security environment following North Korea’s fourth and fifth nuclear tests, and the multiple ballistic missile launches under the Kim Jong Un regime. In light of North Korea’s continued provocations, the secretary and the minister agreed, within the context of the 2+2 Extended Deterrence Strategy and Consultation Group, to examine options to take additional steps that further strengthen extended deterrence capabilities to ensure that North Korea has no doubt about alliance resolve. They further expressed their determination to maintain close alliance coordination in responding to any potential further provocation.
The secretary and the minister reaffirmed that any North Korean aggression or military provocation is not to be tolerated and that the United States and the ROK would work shoulder-to-shoulder to demonstrate our combined resolve. They also reaffirmed that the U.S.-ROK alliance remains vital to the future interests of both nations in securing peace and stability on the Korean Peninsula and in Northeast Asia, and stressed their determination to ensure sufficient capabilities of the combined forces for the security of the ROK. The secretary reiterated the firm and unwavering U.S. commitment to the defense of the ROK using U.S. forces and capabilities postured on the Korean Peninsula and globally available. The secretary also reiterated the commitment to maintain the current level of U.S. military personnel in the ROK and to enhance combat readiness.
The secretary reaffirmed the continued U.S. commitment to provide extended deterrence for the ROK using the full range of military capabilities, including the U.S. nuclear umbrella, conventional strike, and missile defense capabilities. The secretary also reiterated the long-standing U.S. policy that any attack on the United States or its allies will be defeated, and any use of nuclear weapons will be met with an effective and overwhelming response. The secretary and the minister committed to ensuring that extended deterrence for the ROK remains credible, capable, and enduring by continuing to enhance alliance deterrence measures and capabilities in response to the increasing North Korean nuclear, WMD, and ballistic missile threat and continuing to promote information-sharing and interoperability. The minister also highlighted the increased understanding and confidence in U.S. extended deterrence based on the multiple deployments of strategic assets to the Korean Peninsula this year, as well as the B-52, Ground-Based Interceptor (GBI) Launchpad, and Minuteman
intercontinental ballistic missile demonstrations earlier this year at Vandenberg Air Force Base, California. The secretary and the minister also praised the work of the Deterrence Strategy Committee (DSC) in signing the 4D (detect, defend, disrupt, and destroy) Concepts and Principles Implementation Guidelines (CPIG), which will strengthen the alliance’s counter-missile strategy in the wake of a growing North Korean ballistic missile threat. The secretary and the minister committed to continue to develop policies and procedures to increase the execution capabilities of both the 4D CPIG and the tailored deterrence strategy (TDS). The United States and the Republic of Korea are committed to maintaining close consultation on deterrence matters to achieve tailored deterrence against key North Korean threats and to maximize its deterrent effects.
The secretary and the minister reaffirmed their commitment to the deployment of the Terminal High-Altitude Area Defense (THAAD) battery to U.S. Forces Korea (USFK) on the Korean Peninsula. They noted that North Korea’s nuclear tests and ballistic missile launches reinforce the necessity of the alliance decision to enhance its missile defense capabilities significantly. The secretary and the minister emphasized the military effectiveness of THAAD and reaffirmed that the system is aimed solely at defending against North Korean missile threats and would not be directed towards any third party nations. The secretary and the minister pledged to take appropriate measures to ensure that the THAAD deployment process continues to move forward without delay.
The secretary and the minister also decided to enhance information-sharing on North Korean missile threats. The United States and the Republic of Korea are committed to maintaining close consultation to develop comprehensive Alliance capabilities to counter North Korean nuclear, other WMD, and ballistic missile threats. The minister reaffirmed that the Republic of Korea is seeking to develop its own kill-chain and Korean Air and Missile Defense (KAMD) systems by the mid-2020s.These systems represent a critical military capability for responding to North Korean nuclear and missile threats and are to be interoperable with alliance systems, including Patriot and THAAD. To this end, the Republic of Korea will continue to invest in capabilities to detect, defend, disrupt, and destroy North Korean nuclear and missile threats.
The secretary and the minister praised the close coordination between the United States and the Republic of Korea in response to the evolving North Korean threat. Both countries remain committed to responding jointly and firmly to any future North Korean aggression or military provocation. The secretary and the minister noted that the two militaries are continuing to develop military plans related to a range of crisis situations on the Korean Peninsula to ensure an effective alliance response. The secretary and the minister reaffirmed the need to continue promoting combined exercises and training events and to enhance combined capabilities in order to be prepared for any North Korean provocation in the vicinity of the Northwest Islands and the Northern Limit Line (NLL). Moreover, noting that the NLL has been an effective means of separating the Republic of Korea and North Korean military forces and preventing military tension for more than 60 years, the secretary and the minister urged North Korea to accept the practical value of and abide by the NLL. Additionally, the secretary and the minister reaffirmed that the Armistice Agreement and the United Nations Command remain crucial instruments in maintaining peace and stability on
the Korean Peninsula. The secretary and the minister decided to increase U.S.-ROK naval cooperation to respond to increased North Korean maritime provocations, including the submarine-launched ballistic missile (SLBM) test launches. To this end, the secretary and the minister committed to consider various cooperation measures to expand the scope and execution of U.S.-ROK naval training events, including combined ballistic missile defense and anti-submarine exercises, and to increase information-sharing through strengthened staff coordination.
The secretary and the minister pledged that the United States and the Republic of Korea would continue to enhance close alliance cooperation to address wide-ranging global security challenges of mutual interest, including through peacekeeping activities, stabilization and reconstruction efforts, regional security cooperation initiatives, and humanitarian assistance and disaster relief. The secretary praised the ROK’s efforts to promote peace and stability around the world, including the ROK’s $255 million pledge for capacity building in support of socio-economic development in Afghanistan and the Afghan National Security Forces, subject to domestic procedures, and through the ROK’s contributions to the global efforts to counter the Islamic State of Iraq and Levant (ISIL), to counter-piracy efforts in the Gulf of Aden, and to UN peacekeeping operations (PKO). The secretary also praised the ROK commitment to increase humanitarian contributions by $100 million, subject to domestic procedures, and expressed appreciation for the ROK Government’s continued active participation in the Proliferation Security Initiative (PSI).The secretary and the minister applauded the efforts of the U.S.-ROK Counter Proliferation Working Group (CPWG) to enhance the alliance’s combined capability to prevent the acquisition of WMD, prevent the use of WMD, and if necessary respond to mitigate the threats of WMD.
The secretary and the minister reaffirmed the need to strengthen cooperation in the space and cyberspace domains, and to promote the security of critical infrastructure, including information and space systems. The secretary and the minister reaffirmed the importance of strengthening mission assurance for space capabilities and enhancing cooperation in Space Situational Awareness and the Space Cooperation table-top exercise (TTX). The secretary and the minister affirmed the importance of greater cooperation in cyberspace to improve the Alliance’s capacity to address challenges in this domain. They noted the significance of the U.S.-ROK Cyber Cooperation Working Group (CCWG) and its efforts to create a U.S.-ROK Cyber Task Force to study how the United States and the Republic of Korea can better synchronize and enhance our combined cooperation in cyberspace within the alliance construct. They decided that both countries would continue to receive updates on the progress of this study through regular bilateral engagements and continue to explore new opportunities to strengthen our ability to respond to cyber threats. The secretary and the minister also committed to advance U.S.-ROK cooperation in science and technology under the auspices of the Defense Technological and Industrial Cooperation Committee (DTICC) to identify new and innovative means of countering the North Korean threat, including collaboration in robotics and autonomous technologies.
The secretary and the minister received a report on the results of the U.S.-ROK Military Committee Meeting from the commander of the U.S.-ROK Combined Forces Command
(CFC), Gen. Vincent Brooks, which highlighted that the combined defense posture is capable and ready to “Fight Tonight” and is prepared to respond effectively to any provocation, instability, or aggression.
The secretary and the minister affirmed that preparation for the conditions-based operational control (OPCON) transition is progressing according to the “Conditions-based OPCON Transition Plan” (COT-P), which was signed at the 47th SCM. They pledged to continue implementing the COT-P faithfully in order to ensure a stable wartime OPCON transition at a proper time.
The secretary and the minister reaffirmed that U.S. Forces Korea (USFK) relocation and camp returns are in the interests of the United States and the Republic of Korea and pledged to work together closely to complete these efforts successfully. The secretary and the minister reaffirmed their commitment to strive together for the timely completion of the Yongsan Relocation Plan (YRP) and Land Partnership Plan (LPP). The secretary and the minister applauded the progress made in the force relocation process, noting that the first move of U.S. combat forces to U.S. Army Garrison Humphreys (USAG-H) occurred this year and that both USFK and 8th Army Headquarters at USAG-H are planned to be in place there in 2017. The two also decided to continue efforts to consult closely on camp return issues through the joint environmental assessment procedure (JEAP).
The secretary and the minister shared the understanding of the importance of trilateral defense cooperation among the United States, the Republic of Korea, and Japan in the face of North Korean nuclear and missile threats. The secretary and minister concurred that the missile warning exercise, PACIFIC DRAGON, conducted in June 2016, contributed to increased information-sharing capabilities against the North Korean nuclear and missile threat. The secretary and the minister lauded the trilateral diplomatic and defense coordination that took place swiftly after multiple North Korean provocative actions this year, including the January and September nuclear tests. The secretary and the minister reaffirmed the need to continue to promote and expand practical trilateral defense cooperation through regular trilateral defense consultations, such as the defense trilateral talks (DTT).
The secretary and the minister assessed that defense cost-sharing contributes to strengthening combined defense capabilities on the Korean Peninsula. Secretary Carter offered his appreciation for the ROK’s contributions to a stable stationing environment for USFK.
The secretary and the minister praised the inaugural meeting of the Defense Technology Strategy and Cooperation Group (DTSCG) in July 2016. The DTSCG enables the two sides to work together to advance policy and strategic discussion on technology security, foreign policy, and defense technology cooperation in support of the U.S.-ROK alliance.
Minister Han expressed sincere appreciation to Secretary Carter for the courtesy and hospitality extended to him and his delegation by the U.S. Government, and for the excellent arrangements that contributed to the success of the meeting. The secretary and the minister affirmed that the discussions during the 48th SCM and the 41st MCM contributed
substantively to strengthening the U.S.-ROK alliance and further enhanced the development of the bilateral defense relationship into a comprehensive strategic alliance. Both sides expect to hold the 49th SCM in Seoul at a mutually convenient time in 2017.
