北朝鮮外務省報道官이 9月20日, 「核擴散防止條約[NPT, Nuclear Nonproliferation Treaty]復歸는 輕水爐提供 後에 行한다」는 立場을 表明한 것에 反論한 것이다.

힐次官補는, 「北朝鮮은, NPT復歸前에는 다른 協議參加國이 輕水爐에 對하여 議論할 수 없다는 것을 알고 있다」고 말하여, 北朝鮮이 意圖的으로 흔들기를 걸고 있다는 생각임을 示唆. 또한, 「이러한 發言은 이것이 마지막은 아닐 것이다」라고도 말했다. 次官補는 게다가, 北朝鮮이 核抛棄의 擔保物을 받아들일 時期에 對하여, 「核抛棄가 進行하고, 終了하기까지의 사이의 언젠가」의 時点이라고 밝혔다.

한편, 라이스(Condoleezza Rice)國務長官은 9月20日의 記者會見에서, 北朝鮮의 表明에 「구애될 생각은 없다」며, 特別히 問題삼지 않을 意向임을 나타냈다. 라이스長官은, 輕水爐에 關하여 共同聲明에는, 「適當한 時期에 議論을 行한다」라고만 적혀 있음을 指摘, NPT를 脫退한 채인 北朝鮮에 輕水爐를 提供하는 것은 論外라는 見解를 나타냈다.

힐次官補는, 輕水爐의 提供을 받기까지 核抛棄에 應하지 않겠다는 北朝鮮의 主張은 「平壤의 典型的인 말투」로써 흔들기戰術이라는 見解를 나타내고, 「그들은 合意內容을 理解하고 있다」며 北朝鮮側을 牽制했다.

라이스國務長官도, 뉴욕(New York)에서 열린 中東和平4者協議後의 記者會見에서 「[北朝鮮의 主張에] 唐慌할 것은 없다」며, 重大視하고 있지 않음을 나타냈다. 또한 「모든 當事者가 合意를 順守[〓遵守]하면 前進은 可能」이라고 말하여, 合意事項을 제멋대로 解釋하지 말도록 北朝鮮側에 못을 박았다.

國務省의 當局者는 同日, 「우리와 다른 5個國은 合意內容에 關하여 共通의 理解를 얻고 있다」라면서, 「北朝鮮의 主張은 이것과 完全히 相反하고 있다」고 말했다.

【共同(교도)】國連總會出席[〓國連은 United Nations]을 爲하여 뉴욕(New York)訪問中인 라프로프(Sergei Lavrov)·러시아(Russia)外相은 9月20日의 記者會見에서, 北朝鮮이 輕水爐提供까지 核抛棄에 應하지 않겠다고 主張하고 있는 것에 對하여 「將來의 適當한 時期」에 提供問題를 議論한다고 한 第4回6個國協議의 共同聲明에 反한다고 批判했다.

라프로프外相은 「共同聲明은 今後 取해야 할 措置에 關하여 [核抛棄先行이라고 하는] 明確한 順序를 마련하고 있다. 우리는 共同聲明에 따라 나아가지 않으면 안된다」고 强調.

게다가 「談話」라고 하는 形態로써 發表한 새로운 主張이 아니라, 北朝鮮自身이 參加하고서 마무리지은 聲明의 文面에 따른 對應을 要求했다.

US, Russia to Pyongyang: Stick to nuclear deal

UNITED NATIONS (Reuters) - The United States and Russia told North Korea on Tuesday to stick to a six-country agreement to dismantle its nuclear weapons program after Pyongyang demanded a civilian nuclear reactor as a precondition for compliance.

At the same time, chief U.S. negotiator Christopher Hill, in an interview with Reuters, stressed the need to use the accord's momentum to quickly 'get (the North Koreans) out of the nuclear business.'

Pyongyang sowed confusion over the nuclear deal just one day after it was struck in Beijing on Monday by vowing to keep its weapons until Washington provides energy-producing civilian reactors.

'I think that we will not get hung up on this statement' by Pyongyang, U.S. Secretary of State Condoleezza Rice told a news conference at the United Nations. 'We will stick to the text of the Beijing (agreement) and I believe we can make progress if everybody sticks to what we agreed to.'

Russian Foreign Minister Sergei Lavrov agreed, saying, 'I also think we have to stick to the text of the agreement. ... The most important thing is to see that the agreement is carried out.'

In the deal, North Korea promised to give up its nuclear weapons program while South Korea, the United States, Japan, Russia and China -- the other players in the six-party talks -- expressed a willingness to provide oil, energy assistance and security guarantees.

The Bush administration said it would consider letting Pyongyang have light-water reactors (LWR) for civilian nuclear energy, something it has long opposed because it thinks the North cannot be trusted.

'THEORETICAL PROPOSITION'

But U.S. officials insisted this 'theoretical proposition' could only be discussed after the nuclear program was ended.

North Korea shot back that it would not forsake nuclear weapons until it got the light-water reactor.

Hill, just returned from Beijing, dismissed the North's demands as predictable rhetoric.

'These are typical statements from Pyongyang. They know what the agreement is. They know the fact that the other partners frankly cannot discuss light-water reactors before they're back in the NPT (Nuclear Non-Proliferation Treaty) in good standing,' Hill said.

'So these are just statements and probably we haven't heard the last of them,' he added.

Hill said Pyongyang's commitment to abandon its nuclear programs could take years to implement with promised U.S. and other benefits being provided at a time 'somewhere between when dismantlement is under way and when it is completed.'

North Korea won an 'action for action' process in which a commitment by one side in the negotiations would be answered with a commitment from the other side.

But the exact sequencing must still be worked out.

Monday's agreement does not require an immediate end to the North's nuclear activities, which have enabled Pyongyang to make nine or more bombs, according to U.S. estimates.

'We've got to use the momentum of this agreement to try to get them out of the nuclear business and the faster we do that, the better,' he said.

China asked all sides to fulfill their promises. Seoul said it would take the lead role in bridging the gap between the United States and North Korea.

U.S. President George W. Bush spoke with South Korean President Roh Moo-hyun on Tuesday and both agreed that verifying North Korea's denuclearization was 'critical,' White House spokesman Scott McClellan said.

The United States and others were following the sequencing as spelled out in the accord, McClellan said.

'Now, if North Korea needs some time to reflect on that agreement, we'll give it to them. But all the parties are operating off the agreement that was signed by North Korea and all the others,' McClellan said.
