2차 미북 정상회담 합의 결렬 뒤 북한의 비핵화를 촉진하기 위해서는 제재를 더 강화해야 한다는 기류가 이어지고 있습니다. 전문가들은 최소한 현재 수준을 유지해야 한다면서 북한의 태도 변화 없이 남북 경협 등을 내세우는 한국 정부의 주장은 미국의 지지를 받지 못할 것이라고 분석했습니다. 박승혁 기자가 보도합니다.

1990년대 초 미-북 간 ‘제네바 합의’에 참여했던 로버트 갈루치 전 국무부 북핵 특사는 현 시점에서 제재를 완화할 이유가 없다고 밝혔습니다.

갈루치 전 특사는 VOA와의 인터뷰를 통해 오히려 대북 제재는 최소한 현재 수준을 유지해야만 협상의 지렛대 역할을 할 수 있다고 지적했습니다.

베트남에서 열린 2차 미북 정상회담을 통해 현행 제재가 북한의 아픈 곳을 찌른다는 것이 드러난 지금, 굳이 제재 완화라는 당근을 북한에 줄 필요가 없다는 것입니다.

로버트 아인혼 전 국무부 특보는 최근 2차 미북 정상회담을 평가하는 토론회에서 하노이 회담의 가장 큰 패배자는 문재인 대통령이라고 지적하면서 남북 경협을 계속 추진하겠다는
문 대통령의 행보는 미국의 지지를 받기 어려울 것으로 관측했습니다.

남북 경협을 추진하고자 하는 문 대통령이 외교 채널을 통해 미국 측에 유연성을 발휘해달라고 요청하겠지만 성공할 수 있을지는 두고 봐야 한다는 설명입니다.

스콧 스나이더 미국외교협회 선임연구원은 현행 대북 제재를 강화하거나 약화하기 보다는 대화 동력을 찾는데 더 집중해야 한다고 말했습니다.

한국 정부가 제재 완화를 암시하는 것이나, 미국이 제재 강화를 위협하는 것 모두 목표 달성에 도움되지 않는다는 것입니다.

따라서 제재를 강화하거나 완화하려는 시도를 하는 것 보다 실무급에서 대화를 계속 이어가 비핵화 목표에 충실해야 한다고 스나이더 연구원은 강조했습니다.

앞서 대북 제재의 양대 축인 미국 정부와 유엔에서는 제재를 강화해야 한다는 주장이 이어졌습니다.

존 볼튼 백악관 국가안보보좌관은 지난 5일 폭스 뉴스 인터뷰에서 북한의 행동 변화 없이는 제재 완화도 없을 것이라고 못박았습니다.

북한이 비핵화 하지 않는 한 경제를 압박하는 제재로부터 완화를 얻지 못할 것이며, 오히려 미국은 제재 강화를 검토할 것이란 설명입니다.

캐런 피어스 유엔주재 영국대사 역시 6일 기자들을 만나, 지금까지 대북 대화는 결과를 이끌어내지 못했다면서 더 강력한 제재가 확실한 가설적 선택이라고 말했다고 블룸버그 통신이 보도했습니다.

미국과 북한은 합의 없이 끝난 ‘하노이 정상회담’ 이후에도 한동안 대화의 접점을 찾기 어려울 것이라고 전 국무부 외교 관리가 밝혔습니다. 트럼프 대통령 임기 내에 북한의 비핵화가 가능하다는 미 정부 당국자의 최근 발언에 대해서도 회의적인 반응을 보였습니다. 안소영 기자가 보도합니다.

조셉 윤 전 국무부 對北정책특별대표는 북한의 비핵화에 더 많은 진전이 이뤄지기 전에는 제재 완화의 여지가 없으며, 영변 핵시설 폐기 정도로는 충분하지 않다는 것이 ‘하노이 정상회담’을 통해 확실해졌다고 지적했습니다.

[녹취:윤 전 대표]“We can’t move on sanctions until there is much more progress. Certainly Yongbyon is not enough. My conclusion is that for President Trump, he has reasserted the traditional American position.”

윤 전 대표는 8일 워싱턴의 미국 평화연구소에서 미-북 정상회담을 주제로 열린 토론회에 참석해 결국 트럼프 대통령은 미국의 이 같은 기존 입장을 다시 한번 분명히 한 것이라고 말했습니다.

이어 북한은 제재에 따른 경제적 어려움을 겪으며 미국보다 더 대화를 필요로 하지만 쉽게 미국의 대화 제의를 받아들일 수 없는 처지라고 설명했습니다.

[녹취: 윤 전 대표]“North Korean side is more desperate for talks, remember they have very difficult economic conditions, and Kim Jong Un has really gone out and promised these people that economic conditions will improve so it’s most definitely the pressure is on them.

김정은이 하노이로 향하며 자국민들에게 경제 상황 개선을 약속했는데 결과물을 얻지 못한 채 돌아간 만큼, 이는 분명히 압박으로 작용할 것이라는 설명입니다.

윤 전 특별대표는 트럼프 대통령의 첫 임기 내에 북한의 비핵화가 가능하다는 국무부 고위 관리의 전날 발언에 대해서도 회의적인 반응을 보였습니다.

두 정상 간 합의문도 도출하지 못한 상황에서 비핵화 목표를 단기간 내에 달성하겠다는 것은 비현실적인데다, 미국이 ‘일괄타결’ 방식의 비핵화 의지를 재확인하면서 상황이 더욱 어려워졌다는 겁니다.

특히 북한은 미국의 ‘적대적 의도’ 제거로 안전 보장이 이뤄지면 비핵화하겠다는 조건을 내걸고 단계적 조치를 요구하지만, 미국이 이를 증명하는 것은 어려운 일이어서 협상은 교착 국면에 빠진 것이라고 진단했습니다.

[녹취: 윤 전 대표]“They have always had condition that the North Koreans, their willingness to denuclearize based on the security assurances which is in turns based on the removal of hostile intend. So I think what this administration has done is to show that there’s no hostile intend but that’s tough things to prove and we are kind of stuck with that which is North Korea is asking that we go step by step approach to have a better foundation on this trust factor.”

토론회에 참석한 프랭크 엄 평화연구소 선임연구원은 미국의 이 같은 접근법을 ‘전부 아니면 전무’를 가리키는 ‘All or Nothing’ 방식으로 규정하고, 이로 인해 현재 미-북 관계는 긴장으로 치닫던 지난해 초 분위기를 연상시킨다고 말했습니다.

이어 북한이 미-한 연합훈련 축소를 명칭만 변경한 새로운 군사훈련으로 일축한 것은 자신들도 현재 유예 중인 미사일 실험을 명칭만 바꿔 다시 재개하겠다는 뜻을 시사한다고 내다봤습니다.

몬트레이 소재 미들베리 연구소의 동아시아 비확산 프로젝트 담당 제프리 루이스 국장은 북한이 인공위성 발사를 준비하는 것 같다고 주장하였다. 평양 근교의 산음동의 미사일 관련 시설에서 활발한 움직임이 포착되는데 이는 장거리 미사일 발사 준비가 아닌 인공위성 발사 준비로 보이며, 유엔 제재 위반이 아니란 점을 부각시키기 위한 것으로 추측된다. 미국은 인공위성 발사도 미사일 발사체를 이용하므로 안보리 제재 위반이란 입장이다.

Satellite images of a North Korean rocket assembly facility suggest possible launch preparations, Jeffrey Lewis, director of the East Asia Nonproliferation Project at the Middlebury Institute of International Studies at Monterey, told CNN on Friday.

The images, taken February 22 by imaging company DigitalGlobe, reveal an uptick in activity at a facility in Sanumdong, a suburb of the capital Pyongyang.

North Korea has previously assembled some of its intercontinental ballistic missiles and satellite-launching rockets at Sanumdong.



Two experts CNN interviewed said they believed the activity suggested a satellite launch.

This follows an assessment by US think tank 38 North, a respected North Korea monitoring website, that North Korea's Sohae Satellite Launch Facility, which had been partially disassembled as part of a pledge by North Korean leader Kim Jong Un, is now back to normal operational status after a flurry of restoration work in recent weeks -- work that appears to have picked up after Donald Trump and Kim Jong Un's failed summit in Hanoi.

"We're seeing a lot of vehicle activity at the Sanumdong facility and also at the rail transfer point where it would be loaded and taken to Sohae," said Lewis, who has studied the images. "I think the evidence points to a satellite launch, and not just the evidence at Sanumdong, but also the evidence from Sohae."

Lewis cautioned that it is impossible to know whether the North Koreans are preparing a military missile or a space rocket. It's also possible that the activity was a deliberate attempt to draw the attention of US spy satellites.

The US State Department has declined to comment.

"Because that facility produces both ICBMs and space rockets, we don't know what's on the train," said Melissa Hanham, a North Korea expert with the One Earth Future Foundation. "We also don't know how far the train has gotten."

Hanham believes a satellite launch is the more likely scenario because there has never been an ICBM launch from Sohae. She also says activity at the launch site should indicate about a week in advance whether a launch is imminent.

"There's never been a surprise launch from Sohae," Hanham says.

Satellite launches use similar technology as ballistic missiles, and experts have long cautioned that North Korea's attempts to shoot satellites into space could help them develop viable long-range ballistic missiles.

North Korea's missile program made strides in 2017, with Pyongyang saying it successfully test-fired three intercontinental ballistic missiles. Experts say the Hwasong-15, which was launched in late November, can likely hit much of the United States.
