Crying for freedom ⑤

The global economic downturn-and China's ability to survive it-has clearly added to that country's appeal. The power of China (and a consequent lessening of official concern over human rights) is palpable in Central Asia. But as dissidents in the region note, it is not just Chinese influence that makes life hard for them it is also the dithering of Western governments which often temper their moral concerns with commercial ones.

The argument for open argument
Given that democracy is unlikely to advance, these days, through the military or economic preponderance of the West, its best hope lies in winning a genuinely open debate. In other words, wavering countries, and sceptical societies, must be convinced that political freedom works best.
So how does the case in defence of democracy stand up these days? As many a philosopher has noted, the strongest points to be made in favour of a free political contest are negative. Democracy may not yield perfect policies, but it ought to guard against all manner of ills, ranging from outright tyranny (towards which a "mild" authoritarian can always slide) to larceny at the public expense.
Transparency International, a corruption watchdog, says that all but two of the 30 least corrupt countries in the world are democracies (the exceptions are Singapore and Hong Kong, and they are considered semi-democratic). Autocracies tend to occupy much higher rankings on the corruption scale (China is somewhere in the middle) and it is easy to see why. Entrenched political elites, untroubled by free and fair elections, can get away more easily with stuffing their pockets. And strongmen often try to maintain their hold on power by relying on public funds to reward their supporters and to buy off their enemies, leading to a huge misallocation of resources.

B. 大義(대의)
세계경제의 침체는-그리고 그것을 극복할 수 있는 중국의 능력은-분명히 중국의 매력을 증가시켰다. 중국의 힘은 (그리고 그에 따른 인권에 대한 공식적 관심의 감소) 중앙아시아에서 감지될 수 있다. 그러나 그 지역의 체제반대자들이 말하는 바와 같이 그들의 삶을 힘들게 만드는 것은 중국의 영향만은 아니다. 종종 도덕적 관심에다 상업적 관심을 섞어 넣는 서방 정부들의 착각도 그들의 삶을 어렵게 한다.

공개토론 주장
최근의 서방의 군사적 또는 경제적 힘을 통해서 민주주의의 발전(실현)을 시도하는 것은 성공 가능성이 稀薄(희박)하다는 것을 고려해 보면, 민주주의 발전을 위한 최선의 방법(희망)은 순수한 공개토론의 成事(성사) 여부에 놓여있다. 달리말해서, 불안정한 국가나 (민주주의에 대해)회의적인 사회로 하여금 정치적인 자유도 작동이 잘 될 수 있다는 것을 확신하게 하여야 하는 것이다.
그래서 오늘 날의 민주주의 방어의 立地(입지)는 어떠한가? 많은 철학자들이 언급하는 바와 같이, 정치적 자유를 위한 싸움에서 취해야 할 가장 강력한 요점은 “부정적”이다. 민주주의는 완벽한 정책을 내 놓지는 못할지도 모르지만 민주주의는 노골적인 독재(온건한 독재는 항상 이런 노골적인 독재로 향할 수 있다)로부터 국민에게 피해를 주는 절도(부패)에 이르기까지 모든 종류의 악을 막아 내야한다.
부패감시단체인 Transparency International〈국제투명기구〉는 세계에서 부패가 가장 적은 나라 30개국 중에서 2개국을 제외하고는 모두 민주주의국가라고 말한다.(예외가 되는 나라는 Singapore 와 Hong Kong 홍콩인데 이 두 나라는 半(반) 민주국가로 간주된다). 독재국가들이 부패척도에서 훨씬 더 높은 순위를 차지하는 경향이 있으며(중국은 중간 쯤l에 위치한다) 그 이유는 알기 쉽다. 자유롭고 공정한 선거로 심판을 받지 않기 때문에 참호 같이 단단하게 보호를 받는 정치엘리트들은 부정한 돈으로 호주머니를 채우고서도 쉽게 빠져 나갈 수 있다. 그리고 독재자들은 국가자원을 부적절한 배분으로 이끌면서 공금에 의존하여 지지자들을 보상하고 敵(적)을 매수함으로써 권력을 유지한다.
