미 국무부는 유엔 안전보장이사회 전문가패널의 ‘중간보고서’ 발표와 관련해 북한의 계속되는 불법 활동에 우려를 나타냈습니다. 특히 중국, 러시아가 두드러지게 북한의 제재 회피를 용인하고 있다며, 모든 유엔 회원국들이 제재 이행 노력을 더 기울여야 한다고 밝혔습니다. 조은정 기자가 보도합니다.

미 국무부는 유엔 안보리 대북제재위원회 전문가패널이 4일 발표한 연례 ‘중간보고서’가 “유엔 안보리 결의들에 위배되는 북한의 현행 핵과 탄도미사일 개발을 폭넓고도 상세히 기술하고 있다”고 평가했습니다. 또한 보고서가 북한의 제재 회피 노력도 강조하고 있다고 덧붙였습니다.

[국무부 대변인]“The UN DPRK Panel of Experts 2021 midterm report extensively details the DPRK’s ongoing development of its nuclear and ballistic missile programs in violation of UN Security Council resolutions. It also highlights its efforts to evade sanctions. We remain concerned by the DPRK’s repeated violations of multiple UN Security Council Resolutions. As we’ve said these violations create greater prospects for instability and insecurity in the region. The DPRK’s actions, as detailed in the report, threaten the peace, stability, and security of the Korean Peninsula and the broader region.”

국무부 대변인은 5일 VOA에 보낸 이메일에서 이같이 밝히며 “우리는 북한의 거듭된 다수의 유엔 안보리 결의 위반을 계속 우려하고 있으며, 이러한 위반은 역내 불안정 가능성을 높인다”고 말했습니다. 또 보고서에 상세히 나타난 북한의 행동은 한반도와 더 넓은 지역의 평화, 안정, 안보를 위협한다고 지적했습니다.

[국무부 대변인]“These efforts also have serious ramifications for the North Korean people, who are forced to suffer as the regime diverts badly needed resources to its unlawful weapons of mass destruction and ballistic missile programs.”

국무부 대변인은 또 “이러한 노력은 북한 주민들에게도 심각한 영향을 준다”며 “북한 정권이 몹시 필요한 자원을 불법 대량살상무기와 탄도미사일 프로그램으로 전용하면서 북한 주민들이 고통을 강요당하고 있다”고 지적했습니다. 이어 “전문가패널 보고서는 특정 유엔 회원국들이 자국 영토 내에서 제재 회피 활동이 전개되도록 허용하거나 자국민이나 자국에 등록된 단체들이 제재 회피 활동에 가담하도록 계속 용인하고 있다는 점을 보여주고 있다”고 지적했습니다.

[국무부 대변인]“The Panel’s report also outlines how certain UN Member States continue to allow sanctions evasion activities to occur within their territories or by their nationals and registered entities. We note that the PRC and Russia figure prominently in the report as two Member States who continue to condone sanctions evasion activities by the DPRK and other actors.”

국무부 대변인은 “회원국 중에서도 중국과 러시아가 북한과 다른 행위자들의 제재 회피 활동을 두드러지게 용인하고 있다는 점을 주목한다”고 밝혔습니다.

[국무부 대변인]“We reiterate the need for all Security Council members to take these violations seriously and to work together to peacefully resolve this challenge. All UN Member States must to more to fully implement UN Security Council resolutions addressing the DPRK. Our goal remains the complete denuclearization of the Korean peninsula and we will continue to coordinate closely with our allies and partners to that end, including at the UN.”

국무부 대변인은 “우리는 모든 안보리 이사국들이 이러한 위반 행위를 심각하게 받아들이고 평화로운 해법을 함께 모색할 필요성을 강조한다”며 “모든 유엔 회원국들은 안보리 대북 결의들을 완전히 이행하기 위해 더욱 노력해야 한다”고 밝혔습니다. 대변인은 이어 미국의 목표는 여전히 한반도의 완전한 비핵화라며, 그 목표를 위해 유엔을 비롯해 동맹과 파트너들과 계속 긴밀히 조율할 것이라고 밝혔습니다.
