럼즈필드 장관 경질에 대한 미국 사가들의 평가


물론 경우는 좀 다르지만 한국에서 노무현이 간첩잡는 국정원장 경질한 것을 후대 사가들이 어떻게 평가할지와 미국에서 거대 야당이 럼즈필드 국방장관을 압력으로 경질한 것을 후대 사가들이 어떻게 평가할지에 대하여 비교가 좀 되는 시사해설이 어제 미국에서 있었다.

지금 미국 민주당의 논리는 국민이 변화를 원하니깐 럼스필드 국방장관을 경질해야 한다는 것이다. 그러나 다수의 역사학자들은 지금 미국이 1967년의 과오를 되풀이하고 있는 것으로 본다. 물론,월남전과 이라크 전쟁은 여러 면에서 다르다. 그럼에도 금주의 럼스필드 국방장관 경질은 전시에 무기 버리기 혹은 아군 장수 목베기에 준하는 무모한 사건의 반복에 다름아닐 것으로 보는 시각이다. 민주당은 럼스필드 경질을 승리로 자축하지만 역사적 시각에서는 그것이 전쟁을 종결짓는 묘수가 될 것으로 판명되지 않는다.

이 동영상에서 먼저 금주에 어떤 사건이 있었는지 살피고, 럼즈필드 국방장관의 등장으로부터 그의 재임 6년간의 그의 업적과 발자취를 살핀 다음, 과연 그에게 실책이나 흠이 있었는지 두 안보 전문가의 토론으로 들어보자. 그 후에 이 동영상은 3인의 역사학자들의 입을 통해 후대의 사가는 금주의 사건을 어떻게 평할지 가늠해 본다.

백악관 기자회견에서 부시 대통령은 펄러시 하원의장과 모든 점에서 의견이 일치하지는 않지만 미국을 사랑한다는데는 일치하므로 손잡고 일할 것임을 이런 말로 표현한다.

The elections are now behind us and the congresswoman's party won. But the challenges still remain, and therefore, we're going to work together to address those challenges in a constructive way.

We won't agree on every issue. But we do agree that we love America equally, that we're concerned about the future of this country, and that we will do our very best to address big problems.

펄러시 하원의장 역시 공격을 위한 공격이 아니라 부시 대통령과 손잡고 더불어 국정의 난제들을 해결해 나갈 것임을 이런 말로 표현한다.

I look forward to working in a confidence-building way with the president, recognizing that we have our differences and we will debate them and that is what our founders intended. But we will do so in a way that gets results for the American people.

부시 대통령이 다음에는 이락에서 어떻게 해달라는 것인지 민주당의 생각을 물었다.

캔사스 주립대학교에서 럼스필드가 퇴임 연설을 이렇게 하였다.

I certainly can't speak for the new incoming secretary of defense.

I will say that major combat operations were an enormous success.

It is clear that in phase two of this it has not been going well enough or fast enough.


도널즈 럼스필드에 대한 정반대의 시각을 가진 두 인사의 견해를 수에르즈의 사회로 들어본다.

럼스필드의 공에 대하여 말하는 더브 자카임(Dov zakheim)에 대한 소개:

Dov zakheim worked closely with him as the pentagon's comptroller and chief financial officer from may 2001 to May 2004. He's now a vice president at Booz Allen Hamilton.

레이건 정부에서 국방부 보좌관을 지냈던 로렌스 코브는 지금은 좌파 성향의 인물인 듯하며 럼스필드에 대하여 신랄한 비판과 혹평만 늘어놓는다. 코브의 약력 소개:

Lawrence Korb is a senior fellow at the Center for American Progress, a Liberal Think Tank.

He was Assistant Secretary of Defense during the Reagan administration.

더브 자카임(Dov zakheim)과 로렌스 코브의 대결에서 자카임이 판정승한듯하다. 코브가 럼스필드에 대하여 어떤 험한 비방을 늘어넣던 실제로 국방성에서 럼스필드 부하로 근무했었던 자카임은 코브의 비방이 아무런 근거가 없는 비방임을 조목조목 반박한다.

이제 역사는 어떻게 금주의 사건을 판단할지에 대하여 세 명의 역사학자들의 의견을 들어보자. 세 명의 역사학자 소개:

Presidential historian Michael Beschloss. Ellen Fitzpatrick, Professor of American History at the University of New Hampshire. And Richard Norton Smith, presidential historian and scholar in residence at George Mason University.

역사가들은 이번 주에 럼스필드 국방장관이 민주당 압력으로 경질된 것은 미국이 대단한 악수를 둔 것으로, 전시에 자국 장수의 목을 벤 행위로 본다. 바로 그 전례가 월남전이 한창이던 1967년에 존슨 대통령이 당시 국방장관 Robert McNamara 를 경질한 사건이었다. 미군 전사 소식에 반전 여론이 높아지니깐 Robert McNamara 가 경질되었다. 그래서 전쟁이 끝났는가? 월남전은 그 후에도 5년간 더 계속되었으며, 훨씬 더 많은 미군이 전사하였으며, 그 결말은 비극적인 사이공의 함락이었다. 지금 민주당이 괜히 설쳐 그런 무모한 일을 되풀이하고 있는 것이 아닌지 우려됨을 뉴햄프셔 대학 미국사 교수 엘렌 피쯔패트릭(Ellen Fitzpatrick)은 이렇게 토로한다:

This is very, to me, reminiscent of the situation that Robert McNamara was in late in 1967 when the war in Vietnam was going badly, the anti-war sentiment was growing at home, there was an active anti-war movement by that point, D.E.M. Tragss.

Many, many more casualties, of course, and one shouldn't overdraw the parallel with vietnam.

But still, I think that many people thought when L.B.J. Fired

McNamara, who was having his own doubts about the war by that point an a fissure had developed between him and L.B.J. over the conduct of the war, that ily the anti-war movement thought, good, McNamara's gone, we soon see an tend the war.

And Clift came in, much discussion about is he a hawk or a dove.

He said he rejected all comparisons to birds of any kind.

And in point of fact, what happened was that despite the replacement of the Secretary of Defense, the war continued for another five years. And so I think in the whole discussion that you just played or had about Rumsfeld, you're seeing an attempt to assign responsibility already for a war that is not going very well, looking to the secretary of defense.

There were five secretary of defense that served during the Vietnam war from the time that combat troops arrived in 1965 until the fall of Saigon. And it's a position that draws fire in times of war and that's what we're seeing, I believe.
