유럽연합 외교·안보정책 담당 대변인은 5일 한국의 이른바 ‘대북전단금지법’과 관련한 자유아시아방송(RFA) 논평 요청에 “유럽연합은 한국 정부가 이러한 조치, 즉 대북전단금지법이 표현의 자유를 침해하지 않도록 할 것이라고 확신한다”고 말했습니다. (The EU remains confident that the government of the Republic of Korea will ensure that these measures will not impede on the freedom of expression.)

대변인은 “법률 개정의 목적에 대한 한국 통일부의 설명을 주목한다”며 이같이 말했습니다. (We note the explanation provided by the Ministry of Unification on the objectives of the legal modification.)

이어 “유럽연합은 인권이 한반도의 지속가능한 평화를 구축하는데 필수적인 요소라는 점을 확신한다”며, “그렇기 때문에 유럽연합은 인권 침해 사례를 강조하고, 책임있는 가해자들에게 경고하고, 상황이 개선되도록 체계를 세우려는 국제적인 노력에 주도적인 역할을 맡고 있는 것”이라고 말했습니다. (The EU is convinced that human rights are an essential element in building sustainable peace on the Korean peninsula. This is why the EU has assumed a leading role in international efforts to highlight violations of human rights, to warn perpetrators that will be held accountable and to lay out a framework in which the situation could be improved.)

대변인은 또 “이러한 과정에서 인권 침해 상황을 기록하고 상황을 개선하는 방법을 지원하는 시민사회 단체들과의 협력은 중요한 부분”이라며, “시민사회가 활동할 수 있는 우호적인 환경을 보장하는 것이 중요하다”고 덧붙였습니다. (Cooperation with the civil society organisations that document violations of human rights and advocate ways to improve the situation is an important part of this process. It is important to ensure an enabling environment for civil society to operate in.)

한편, 체코 외무부의 주자나 슈티호바(Zuzana Štíchová) 대변인은 5일 유럽연합 내 대북전단금지법 관련 논의에 대한 자유아시아방송(RFA) 질의에 “해당 주제, 즉 대북전단금지법은 향후 유럽연합 국가들의 현지 대사관들 사이에서 자연스럽게 논의될 것”이라며, “이전에도 유사한 주제가 논의되어 왔기 때문”이라고 말했습니다. (It may well happen that this topic is naturally discussed among the local Embassies of the EU countries in the future as similar topics were discussed in the past.)

그러면서 최근 대북전단금지법과 관련한 한국 정부와의 대화 내용에 대해서는 “이는 기밀 사안으로 협력국과 나눈 외교적 협상 내용에 대해 자세히 이야기하지 않는다”고 덧붙였습니다. (We usually do not comment on diplomatic negotiations with our partners in detail due to their confidential nature.)
