북한 영변 핵단지에서 원심분리기 1천 개를 추가로 수용할 수 있는 공사가 진행 중이라는 최근 보도에 대해 신중한 분석이 필요하다는 지적이 나왔습니다. 무기급 우라늄 생산량을 최대화하려면 영변 외 비밀 장소에서 원심분리기 2천 개를 가동하는 것이 훨씬 효율적인 만큼, 다른 목적을 의심해봐야 한다는 진단입니다. 백성원 기자가 보도합니다.

미국의 핵 전문가들은 북한이 평북 영변의 우라늄 농축 시설을 확장하고 있다는 CNN 보도에 대해 위성사진만으로는 그런 결론을 내리기 어렵다고 밝혔습니다.

“새로 확장된 영역은 1천㎡쯤 되며 1천 개의 원심분리기를 두기에 충분한 공간인 만큼, 고농축 우라늄 생산능력이 25% 증가할 것”이라는 분석은 내부 정보가 전혀 없는 상황에서 지나치게 구체적이고 단정적이라는 지적입니다.

CNN이 최초 인용한 제프리 루이스 미들버리 국제학연구소 동아시아 비확산센터 소장은 VOA와의 전화 통화에서도 김정은 북한 국무위원장이 지난 1월 천명한 ‘초대형 핵탄두’를 수소폭탄으로 진단하면서 자신의 분석에 힘을 실었습니다. “이는 더 많은 고농축 우라늄이 필요하다는 것을 의미하며, 우리는 북한의 고농축 우라늄 생산과 관련된 시설 중 한 곳에서 그렇게 할 수 있는 시설의 확장을 보는 중”이라는 설명입니다.

[제프리 루이스 소장] “It seems pretty obvious that Kim in January said that they were going to push ahead with manufacturing we're producing a lot of thermonuclear warheads. That means they need more highly enriched uranium, and at one of the sites that associate with highly enriched uranium production, we see them expanding the facility that would do that.”

하지만 영변 핵시설을 직접 둘러봤던 전문가들은 핵무기용 고농축 우라늄 생산이 목적이라면 영변에 원심분리기 1천 개를 추가 배치하는 것은 최선의 방식이 아니라고 선을 그었습니다. 무기급 우라늄 생산량을 최대화하기 위한 가장 효율적인 방법은 영변의 원심분리기 4천 개로 생산한 저농축 우라늄을 소규모 비밀 장소로 옮긴 뒤 원심분리기 ‘2천 개’를 추가 가동하는 것이 정답이라는 설명입니다.

전 국제원자력기구(IAEA) 사무차장을 지낸 올리 하이노넨 스팀슨센터 특별연구원은 VOA에 “북한은 원심분리기가 배치된 영변 우라늄농축공장의 설계와 관련해 (파키스탄의 핵 과학자) A.Q. 칸 박사의 방식을 따랐다”며 “만약 고농축 우라늄을 얻고자 한다면 이전의 (저농축) 작업을 최대한 활용하기 위해 2천 개의 원심분리기를 추가 설치해야 한다”고 지적했습니다.

[올리 하이노넨 스팀슨센터 특별연구원 / 전 IAEA 사무차장] “North Koreans have followed the A.Q. Khan scheme for the plant layout with the same vintage of centrifuges, If they go for high enriched uranium they should install two thousand of them to take maximum advantage of earlier work.”

현재 영변에 있는 원심분리기 4천 개는 3.5~4% 농축 우라늄을 생산할 수밖에 없는 규모로, 이 저농축 우라늄의 농축도를 90%로 끌어올리기 위해선 2천 개의 원심분리기가 추가로 필요하다는 설명입니다. 고농축 작업은 안전한 다른 장소에서 하도록 설계된 파키스탄 방식이 북한과 리비아, 이란으로 전수된 것을 고려한 분석입니다.

Cascade Halls 1 and 2 have stages C1 and C2 of the scheme below. From there on you will use another 2000 centrifuges to reach weapons grade, 90 % enrichment. The first two stages are equivalent to Halls 1 and 2 in Yongbyon.”

북한이 외부의 감시과 공격에 취약한 영변이 아닌 제3의 비밀 장소에 추가로 설치된 2천 개의 원심분리기를 돌려 고농축 우라늄을 생산하고 있을 것이라는 관측이 나오는 건 이 때문입니다.

루이스 소장이 영변 공사 현장을 “원심분리기 1천 개가 들어갈 만한 시설”로 분석한 데 대한 전문가들의 의문 또한 여기서 시작됩니다. 농축도를 90%로 끌어올리려면 원심분리기 2천 개 가동이 가장 효율적인데 굳이 1천 개를, 그것도 공개된 장소에 둘 이유가 무엇이냐는 질문입니다. 하이노넨 특별연구원은 “원심분리기 1천 개도 고농축 우라늄을 생산하기에 충분하지만, 생산량 최대화가 목적이라면 이해가 되지 않는 개수”라고 지적했습니다.

아울러 영변 우라늄 농축공장이 장기간 가동 중단 상태였다는 점도 현재 진행되는 작업을 시설 확장과 연결 짓기 어려운 이유로 꼽았습니다. “현재 원심분리기가 가동되지 않고 있다면, 무기급 우라늄을 생산하기 위해 원심분리기를 추가 설치한다는 가정은 설득력이 떨어진다”는 반론입니다.

[올리 하이노넨 스팀슨센터 특별연구원 / 전 IAEA 사무차장] “What is puzzling is the fairly long shutdown. What is behind it? If your centrifuges are not performing, it may not be a very plausible assumption to go and install new ones to produce weapons grade material.”

하이노넨 특별연구원은 “나 같으면 (영변에서 생산된) 저농축 우라늄을 안전한 비밀 장소로 옮겨 무기급으로 농축할 것”이라며 “단계적 비핵화를 추진하기로 한다 해도, 나는 여전히 비밀 장소를 유지하면서 어떤 핵물질을 얼마나 생산했는지 밝히지 않을 것”이라고 말했습니다.

If I decide to go for stepwise denuclearization, I would still have my secret location and do not reveal how much and which kind of fissile material I have produced.”

이어 “이번 공사는 아직 초기 단계여서 결론을 내릴 때가 아니다”라면서 “(원심분리기) 캐스케이드나 시험용 농축 공장, 원심분리기 조립과 유지보수 작업장, 혹은 다른 지원 건물의 소규모 확장 공사일 수 있다”고 진단했습니다.

[올리 하이노넨 스팀슨센터 특별연구원 / 전 IAEA 사무차장] “This construction is at an early stage and not yet time to draw far reaching conclusions. It could be a small extension of cascades, a pilot enrichment plant, centrifuge assembling or maintenance workshop or some other support building.”

데이비드 올브라이트 과학국제안보연구소(ISIS) 소장도 “이번 공사는 전체 시설의 비교적 작은 부분인 것 같다”며 “따라서 초기 건설 작업을 근거로 공사의 실체를 파악하는 것은 시기상조”라고 지적했습니다. “현재 진행 중인 공사가 농축과 관련된 것은 확실해 보이지만, 위성사진만 보고 그 의미를 판단하는 것은 불가능하다”는 설명입니다.

[데이비드 올브라이트 ISIS 소장] This construction seems a relatively small fraction of the total facility. So I think it's premature to try to figure out what it is based on, basically, the beginning of a construction activity. I think CNN jumped the gun a bit on this…There's some construction going on. I'm sure it's enrichment related, but judging its significance from a satellite images, I don't think is possible.”

그러면서 “과거 농축시설을 2배로 늘리는 듯한 공사가 위성에 포착됐을 때도 실제 확장 규모는 파악하기 어려웠고, 당시 원심분리기를 실제로 2배로 늘렸는지도 이론일 뿐 이를 확인할 수 있는 내부 정보는 없다”고 말했습니다.

[데이비드 올브라이트 ISIS 소장] “In the past—there was a case where we broke it publicly of the plan—there was construction, literally doubling it in size. That was so dramatic, you could say, ‘well, it looks like it's a true expansion of the plant, but we could never figure out how much of an expansion there was. I mean, in theory, it could have doubled the number of centrifuges, but we don't have any inside information to tell us for sure.”

올브라이트 소장은 “우라늄 농축 시설을 늘리는 공사라면 상당히 이례적인 것”이라며 “다른 지역의 비밀 시설을 확장하거나 아예 비밀 시설을 새로 지을 수 있는데 굳이 영변 시설을 확충하려는 이유가 무엇이겠는가”라고 반문했습니다.

[데이비드 올브라이트 ISIS 소장] “It is kind of an anomaly. Why would they expand this site when they could expand a secret one or build a new secret one? I think what you have to consider is that maybe they're doing something related to enrichment, but it's not necessarily to expand the site—maybe it has to do with running it better, or doing some processing inside that section of the plant.”

이어 “농축과 관련된 어떤 일을 하고 있는지도 모르지만, 반드시 시설 확충 작업으로 단정할 수 없으며, 시설을 더 잘 운영하기 위한 활동이거나 해당 구역에서 어떤 처리 작업을 하고 있을 가능성도 있다”고 추측했습니다.

따라서 이번 공사에는 정치적 의도 또한 다분하다는 게 전문가들의 진단입니다. 실제 고농축 우라늄 작업은 영변이 아니라 제3의 비밀 시설에서 활발히 진행되고 있을 것이라는 전제가 깔렸습니다.

하이노넨 특별연구원은 “시험용 공장과 연구·개발(R&;D) 작업 용도와는 별도로 ‘핵 역량을 키우고 있으니 대화하는 게 좋을 것’이라는 일종의 경고 신호”일 수 있다고 분석했습니다. “북한 관점에선 (영변에) 고농축 우라늄이 없다면, 협상에서 교환하기 쉬울 것”이라는 이점도 지적했습니다.

올브라이트 소장은 “북한은 게임을 하고 있는지도 모른다”며 “모든 핵 시설이 영변에 있는 것처럼 보이게 하려는 것이고, 그렇게 하는 것이 확실히 그들에게 이익이 된다”고 지적했습니다.

[데이비드 올브라이트 ISIS 소장] “They may be playing a game—they're trying to make it look like Yongbyon is where everything is at, and it's certainly in their interest to do that. That's sort of officially their position on fissile materials that it doesn't happen anywhere, so it could just be a show. But I think there could be some reason. I think it just needs some more work and I think that CNN story kind of jumped the gun.”

이어 “핵물질과 관련해선 영변이 전부라는 것이 그들의 공식 입장이기 때문에 이번 공사는 그냥 ‘쇼’일 수도 있지만, 뭔가 다른 이유도 있을 수 있다”며 “CNN 기사는 다소 성급했던 것 같다”고 말했습니다.

루이스 소장은 이 같은 반론에 대해 비밀 우라늄 농축 활동 현장으로 추정돼 온 ‘강성’을 언급하면서 “북한으로선 비밀 시설과 공개된 시설을 모두 보유하는 것이 타당하다”고 말했습니다. “상대방이 존재 자체를 모르는 비밀 시설은 억지력을 발휘할 수 없는 만큼, 실제로 핵무기를 생산하고 있다는 것을 (외부에) 증명할 수 있는 명백한 능력도 함께 갖추는 것이 중요하다”는 설명입니다.

[제프리 루이스 소장] “I think for North Korea, it makes sense to have both. It makes sense to have facilities that they keep secret, so that they can protect them. But I think North Korea also wants us to know, because at the end of the day this is a nuclear deterrent. And if we don't believe that weapons exist, then they don't deter us. And so I think it is important for North Korea both to have secret capabilities we don't know about but also to have overt capabilities that they can use to demonstrate that they are in fact producing nuclear weapons.”

이어 “만약 국제적 합의가 이뤄졌다면, 영변을 폐쇄한다는 것이 북한의 계획이었을 것”이라며 “우라늄 농축 시설을 건설함으로써, 플루토늄과 우라늄 프로그램을 한 데 모아 놓은 것처럼 보이는 영변으로 사찰 대상을 제한했을 것”이라고 말했습니다.

[제프리 루이스 미들버리 국제학연구소 동아시아 비확산센터 소장] I think they have always imagined that if there was some kind of international agreement, I think the plan was to shut down Yongbyon and by putting an enrichment facility in Yongbyon, they could limit the area that they would allow international inspectors to visit—they could say you can only come to Yongbyon, because that's where the plutonium and enrichment programs are and we're shutting down. So I think they always planned to do a little bit of both. I think at one level, they were sincere about trying to reduce tension by closing those facilities, but I do not believe that they ever intended to actually give up their nuclear weapons.

루이스 소장은 “한편으로는, 북한이 영변 시설 폐쇄를 통해 긴장을 완화하려는 진지한 노력을 기울였다고 생각되지만, 실제로 핵을 포기할 의도는 없었다고 본다”고 말했습니다.
