미국의 미사일 전문가들은 북한의 신형 잠수함발사탄도미사일(SLBM) 시험 발사와 관련해 미국의 공습 위험을 분산시키기 위한 발사 수단 다각화 노력으로 진단했습니다. 억지력 확보를 위한 대형 무기체계에서 실전용 전술 무기 개발로 옮겨가는 것은 위험스러운 신호라는 우려도 나왔습니다. 백성원 기자가 보도합니다.

미국 미들버리 국제학연구소의 제프리 루이스 동아시아 비확산센터 소장은 20일 VOA와의 전화 통화에서 북한이 발사했다고 주장하는 SLBM을 '수중 발사용 KN-23' 미사일로 규정하면서 “북한이 핵무기를 포함한 ‘작전 전술 미사일 시스템’으로 전환하고 있다는 신호”라고 분석했습니다.

[제프리 루이스 소장]“I would look at a navalized KN-23 just like I looked at rail basing or any of the other basing modes, which is a sign that North Korea is shifting toward operational tactical missile systems, some of which may be nuclear arms. So I do find it very alarming that we're seeing this kind of shift in the emphasis in North Korea away from just large systems for deterrence to systems that are designed to fight a war.”

그러면서 “억지력을 가진 대형 시스템에서 실제 전쟁용 시스템 쪽으로 무게 중심이 옮겨지고 있는 것은 매우 걱정스러운 일”이라고 평가했습니다. 특히 “지금까지는 차륜형, 궤도형 차량에서 발사하던 KN-23 미사일을 이제 잠수함에서 운용할 수 있게 됨으로써 다양한 배치 방안과 위치를 선택할 수 있게 됐다”는 의미를 부여했습니다.

[제프리 루이스 소장]“So far the KN-23–we've seen that launched off a wheeled vehicle, a tracked vehicle, a rail car, and now was a submarine, so it gives them a variety of choices to make about how and where to deploy the system.”

이언 윌리엄스 전략국제문제연구소(CSIS) 미사일 방어프로젝트 부국장도 실전에 적용될 북한의 발사 수단 '다각화'에 주목했습니다.

[이안 윌리엄스 부국장]“…One way of doing that is to diversify your launch platforms. We have road mobile, we have now things on trains, now we have things on submarines. So the more different kinds of targets, the more places that US-ROK forces have to spread their attention and their strike, the harder it becomes to knock out these missiles prior to launch.”

윌리엄스 부국장은 “북한은 도로 기반 이동식 발사대와 열차에서 발사하는 방식을 넘어 잠수함 발사 체계를 갖춤으로써 미국이 겨냥해야 할 표적을 늘리고 있다”며 “미군과 한국군의 주의와 대상을 분산시켜 북한 미사일에 대한 선제타격을 어렵게 만들려는 의도”라고 진단했습니다. “전쟁이 발발할 경우 핵무기 등 공격 수단이 적의 첫 공습에 모두 노출되는 상황을 피하는 동시에 ‘세컨드 스트라이크(핵보복)’ 능력을 갖추려는 노력의 일환”이라는 분석입니다.

[이안 윌리엄스 부국장]“I think they're trying to make it very hard for their own nuclear forces and strike forces in general to get knocked out in a first kind of air campaign. If a war started, that's what they're trying…called the second strike capability.”

특히 한국이 북한 신형 SLBM의 위험에 가장 직접적으로 노출된다고 우려했습니다. “소형 미사일인 만큼 여러 발을 잠수함에 장착할 수 있고, 한국과 일본을 겨냥해 사거리를 늘릴 필요도 없으며, 동해에 상시 배치할 수 있다”는 설명입니다.

[이안 윌리엄스 부국장]“It’s possible that can fit more on a submarine…If your target is the Korean peninsula and Japan, you don’t need a huge range for that purpose…From a concept of operations perspective, they’ll get out to sea and stay in the East Sea.”

앞서 북한 외무성 대변인은 조선중앙통신 기자와 문답에서 신형 SLBM 시험 발사에 대해 “미국을 의식하거나 겨냥한 것이 아니고 순수 국가방위를 위해 이미 전부터 계획된 사업인 것만큼 미국은 이에 대해 근심하거나 고민할 필요가 없다”고 밝힌 바 있습니다.

루이스 소장은 “북한이 재래식 탄두와 핵탄두를 모두 장착할 수 있는 ‘해군용 KN-23’을 시험한 것으로 보인다”며 “과거 북한이 보여준 장거리 전략 미사일 형태의 SLBM과는 확연히 다르고, 전술적 역량에 훨씬 더 가까운 비교적 소형 미사일이라는 장점이 있다”고 진단했습니다.

[제프리 루이스 소장]“So it looks like North Korea tested a naval version of the KN-23, which is a short range missile that probably can carry both conventional and nuclear warheads. This system is very different than the kinds of submarine-launch missiles that North Korea has shown us in the past which were very clearly long range strategic missiles. This seems to be much more of a tactical capability, and it has some advantages because it's relatively small compared to the submarine-launched ballistic missiles we've seen North Korea test in the past.”

“북한은 이 미사일을 로미오급과 같은 중소형 디젤-전기 추진 잠수함에 탑재해 북한 연안에서 운용하며 발사할 수 있으며, 그럴 경우 이동식 미사일 발사대보다 탐지가 어려울 것”이라는 설명입니다.

[제프리 루이스 소장]“It's really a tactical capability—you know, a number of small, they would say medium sized diesel electric submarines like the Romeo class—and they could operate those in littoral waters off the coast of North Korea where they would be probably harder to find than, say, mobile missile launcher, and then they could fire this missile.

북한이 SLBM을 쏜 것은 2019년 10월 북극성 3형을 시험 발사한 이후 2년 만입니다. 앞서 북한 조선중앙통신은 20일, 국방과학원이 전날 신형 SLBM 시험 발사를 진행했다면서, 5년 전 첫 SLBM 발사를 진행한 8.24 영웅함에서 쏘아 올렸다고 밝혔습니다. 또 신형 SLBM에는 “측면기동 및 활공도약기동을 비롯한 많은 진화된 조종유도기술들이 도입”돼 “국방기술고도화와 수중작전능력향상에 크게 이바지하게 될 것”이라고 주장했습니다.
