유엔은 대북 제재의 목적은 한반도의 완전한 비핵화를 달성하기 위해서라며 제재 이행을 촉구했습니다. 제재 불이행 국가에는 관련 정보와 이행 역량을 제공하며 의지가 없는 국가와는 계속 관여를 하고 있다고 강조했습니다. 김영남 기자가 보도합니다.

대북 제재는 그냥 존재하는 게 아니라 한반도의 포괄적이고 완전하며 되돌릴 수 없는 비핵화를 달성하기 위한 정치적 절차를 진행시키려는 매우 명확한 정치적 목적이 있다고 유엔 대북제재위원회가 밝혔습니다.

[녹취: 오스터롬 대사] “The committee is now implementing resolutions, implementing sanctions, sanctions are not there for themselves but there with very clear political purpose to get the political process going to achieve comprehensive, full and irreversible denuclearization of the Korean peninsula. And thirdly, without adverse … humanitarian consequences.”

유엔 안보리 산하 대북제재위원회 의장국인 네덜란드의 카렐 반 오스터롬 유엔 주재 대사는 30일 비공개 위원회 회의가 끝난 뒤 기자들과 만난 자리에서 위원회는 현재 제재를 이행하고 있다며 이같이 말했습니다. 다만 인도주의적 상황에 대해서는 악영향을 주지 않는 선에서 그렇게 하고 있다고 설명했습니다. 이어 지난 회기 동안 많은 일을 했고 여러 나라와 접촉했다고 말했습니다.

[녹취: 오스터롬 대사] “And for that we do a lot of work in the past period, we worked with outreach with many countries. I defined them like those who are uniformed, those who are unable, those who are unwilling. The first we inform, the second we try to provide with capacity, and thirdly on unwilling, we try to engage with them as all individual members of the committee who do these works.”

오스터롬 대사는 이들은 관련 정보가 없거나, 이를 이행할 수 없거나, 의지가 없는 나라들로 분류된다고 설명했습니다. 그러면서 관련 정보가 없는 나라에는 정보를 제공하고, 제재를 이행할 수 없는 나라에는 역량을 지원하며, 제재 의지가 없는 나라와는 관여를 시도하고 있다고 덧붙였습니다. 오스터롬 대사는 위원회의 실질적인 성과로 대북지원 가이드라인에 합의한 점을 꼽았습니다.

[녹취: 오스터롬 대사] “Real achievement, I really commend the committee that was possible we see it as really positive step is that we have been able to agree on what we call implementation assistance notice. The experts know what it is. It is the way how organizations can provide humanitarian aid to DPRK. I think that was major achievement of the past year.”

이 가이드라인을 통해 단체들은 북한에 인도주의적 지원을 제공할 수 있다며 지난 한 해 동안의 중요한 성과라고 평가했습니다. 앞서 대북제재위원회는 이달 초 대북지원 단체가 충족시켜야 할 10가지 조건이 명시된 대북지원 가이드라인을 내놨습니다. 대북제재위원회가 대북 인도적 지원과 관련해 가이드라인을 낸 건 이번이 처음입니다.
